​Building capacities: On India and Europe trade talks

India can gain from accelerated (तीव्र, तेजी से बढ़ा हुआ) trade diplomacy (व्यापार कूटनीति) in Europe

The security breach (उल्लंघन) where a Khalistani protester approached External Affairs Minister S. Jaishankar’s car in London overshadowed (conceal, obscure, block out, dominate, overlook) the headlines on his week-long visit to the United Kingdom and Ireland. And the Ministry of External Affairs (MEA) made its displeasure (असंतोष, नाराजगी) clear to the Minister’s British hosts (मेजबान). The scheduled visit, however, was not changed and Mr. Jaishankar side-stepped (avoid, circumvent, find a way round, bypass, evade, dodge (something problematic)) the scare (a sudden attack), announcing that India-U.K. relations were set for a “very big pickup” despite their “complex history” and current problems. India is building its capacities in the U.K., with two consulates (वाणिज्य दूतावास), in Manchester and Belfast, while Mr. Jaishankar’s extended talks (वार्ता) with U.K. Foreign Secretary David Lammy focused on the much-delayed conclusion of a Free Trade Agreement (FTA) (मुक्त व्यापार समझौता). The Agreement, which was due (expected, awaited, anticipated, scheduled for) to be finished after U.K.’s ‘Brexit (a term used for the (supposed) departure of the United Kingdom from the European Union)’ in 2020, has missed deadlines. Talks over an FTA dominated discussions in Ireland too, and came days after India and the European Union (EU) committed to concluding their Bilateral Trade Agreement (BTA) (द्विपक्षीय व्यापार समझौता) — for which talks began in 2007 — by the end of 2025. Bilateral (द्विपक्षीय) trade with the U.K. ($52 billion) and Ireland ($17 billion) are underpowered (कमज़ोर), and discussions on enhancing collaborations (सहयोग बढ़ाना), especially in high-tech trade, were on the agenda in both capitals. The FTA talks, India-U.K. (restarted last month) and India-EU (another round this week), will benefit from India’s more conciliatory (सुलह करने वाला) position on import duties with the U.S., which have been a sticking point (obstacle, bone of contention; a problem or issue that makes you can’t move beyond and it stops all progress and you are stuck) for them as well. The government’s decision to reduce tariffs (a tax imposed by one country on the goods and services imported from another country) on wines and spirits (liquor, alcoholic drink), motor and electric vehicles, in deference to (with respect for; in consideration of.) U.S. President Trump’s demands, is a case in point (example, sample ,instance, occasion, specimen), and more cuts are expected in negotiating (discuss terms, hold talks, talk) an India-U.S. BTA.

In that sense, Mr. Trump’s reordering of U.S. alliances (coalition, affiliation, relationship, partnership) and trade policy may well have been the wind in Mr. Jaishankar’s sails. The trip followed visits to Delhi by a high-power EU delegation (delegates, (diplomatic) mission, representatives, deputation, envoys, emissaries, group) led by European Commission (the (European Union) EU’s politically independent executive arm. It is alone responsible for drawing up proposals for new European legislation, and it implements the decisions of the European Parliament and the Council of the EU) President Ursula von der Leyen and a senior ministerial and business team led by Belgian Princess Astrid, that imparted (communicate, pass on, convey, transmit (information/knowledge to someone)) the sense that Europe is looking for new, more dependable friends. Mr. Jaishankar’s visit also came close on the heels of the dramatic showdown (confrontation, face-off, clash) at the White House between Mr. Trump and Ukrainian President Volodymyr Zelenskyy, which led to an urgent summit (meeting, conference, conclave (international meeting/conference of heads of state/government)) of non-U.S. NATO countries being held in London, where U.K. Prime Minister Keir Starmer committed to support Ukraine with a “Coalition of the Willing (it refers to a pragmatic ad hoc grouping of countries allied for a common cause, typically a joint military effort)”. As geopolitical (relating to (the study of) the geographical factors (a country’s position on the earth, size, climate, and natural resources &, etc.) in world politics and inter-state relations) and geo-financial calculations (projection, prediction, indication, forecast, prognosis, speculation, expectation (of future events or trends)) are being reworked across the Atlantic, India stands to (be in a situation where one is likely to do/get something) gain by accelerated diplomacy and offering a hand of friendship to both sides.
