Complicit: On India and the U.S and Canada cases
India must come clean on its stance (दृष्टिकोण, स्थिति) on transnational (अंतर्राष्ट्रीय) killings
The U.S. Department of Justice’s second indictment (अभियोग, आरोप) against an Indian intelligence (गुप्त सूचना, खुफिया जानकारी) and paramilitary (अर्धसैनिक) officer, in the alleged (कथित, माने गए) plot (साजिश, षड्यंत्र) to kill American-Khalistani activist (कार्यकर्ता) Gurpatwant Singh Pannun, indicates another serious turn in the case that has cast a long shadow over India-U.S. ties (संबंध). The indictment against Vikash Yadav was released publicly along with an arrest warrant (गिरफ्तारी वारंट) and his listing on the FBI’s database of “most wanted” — the first time that an Indian official (अधिकारी, पदाधिकारी) has been so marked out (परिभाषित करना). The developments (विकास, प्रगति) come just after a high-level Indian security delegation (प्रतिनिधि मंडल) investigating the matter travelled to the U.S., and the U.S. State Department (it is an executive department of the U.S. federal government responsible for the country’s foreign policy and relations) expressed “satisfaction” with India’s cooperation. There is cause for concern now: the second indictment that supersedes (replace, displace, supplant, substitute for, take the place of, take over from) the one against jailed businessman Nikhil Gupta, repeats linkages to the Canadian case of the 2023 killing of Canadian-Khalistani activist Hardeep Nijjar. It seems no coincidence that the indictment is timed with the Canadian expulsion (removal, dismissal, eviction, banishment, exile, deportation, expatriation) of Indian diplomats (envoy, ambassador, consul, emissary), sparking (cause, lead to, bring about, give rise to; begin, start, provoke, stir up) a diplomatic (tactful, sensitive, subtle, delicate; consular, foreign-policy) storm (fight, upheaval, trouble, disturbance, uproar, controversy) and also statements by the “Five Eyes (it is the multilateral intelligence-sharing alliance. The “five” in the 5 Eyes refers to the five Anglophone (English-speaking) countries that Australia, Canada, New Zealand, the UK, and the US. These countries are parties to the multilateral UKUSA Agreement, a treaty for joint cooperation in signals intelligence)” urging India to cooperate in the investigation with Canada. That these statements reek of a double standard, given (considering, taking into account, bearing in mind) that these countries have a record on transnational killings, must not stop India from upholding (confirm, endorse/approve, vindicate/validate) the law. But this surely raises questions about whether these allies are reliable as India’s closest strategic partners.
New Delhi must not delude (deceive, dupe, trick, mislead, cheat, fool, often in relation to yourself) itself and must proceed (carry on, move forward, move along, progress) on the assumption (supposition, presumption, expectation, speculation, guess, speculation, impression) that the cases in the U.S. and Canada are being linked by their investigating agencies. The stark (clear, distinct, evident, obvious, striking, consummate) difference in the Modi government’s outraged (angry, enraged, infuriated, incensed) denial of the Canadian charges (accusation, indictment, allegation) while providing a sympathetic (agreeable, friendly; supportive, favourable, compassionate) ear for the American charges may prove untenable (undefendable, unjustified, unacceptable) as the trial (court case, lawsuit, judicial proceedings, hearing, inquiry) in the U.S. progresses. It is in India’s interest (common concerns (in politics/business)) to clarify whether it believes Mr. Yadav was a “rogue” agent (A member of a government intelligence agency who starts operating on their own authority) or was carrying out orders from senior officials, when he allegedly (apparently, supposedly, evidently, seemingly, reportedly, presumably, ostensibly) promised “2-3” contract killings a month against targeted members of the diaspora (the people who spread/scatter from their own country to places across the world. Indian diaspora constitutes NRIs (Non-resident Indians) and PIOs (Persons of Indian origins)). While the External Affairs Ministry has since confirmed that he “no longer works for the government”, the indictment claims (state, allege, argue, assert, affirm) that he was employed by India’s Cabinet Secretariat, under which the R&AW is run (operate, function, work). Whether the truth lies (exist, be, be present) in incompetence (ineptitude, lack of ability, incapability) or complicity (conspiracy, collusion, collaboration, involvement), the image (reputation, status, good name, prestige, (public) perception, (public) impression) of the government’s intelligence and national security operations is dimmed (fade, blacken, disappear, become vague, make less intense). If the government proceeds to prosecute (take to court, bring an action against, take legal action against, accuse, charge) him or turn him over to U.S. agencies, it must also consider the impact on the morale (self-confidence, spirit, state of mind, hopefulness) of other operatives (agent, secret agent, spy, intelligencer) essaying (attempt, try, seek, set out, undertake, embark on, make an effort) future operations.
