​Identity card: On the Jharkhand election campaign

Politics over tribal and religious identities are at the core of Jharkhand polls

With campaigning (अभियान) for the Jharkhand election in its final leg (चरण), the Bharatiya Janata Party (BJP) and the ruling INDIA bloc led by the Jharkhand Mukti Morcha (JMM), are locked in a debate on the State’s Adivasi identity (पहचान). The BJP’s sharp focus has been on the rhetoric (वक्रपटुता, अलंकारिक भाषा, भाषण कला) of “Bangladeshi infiltration (घुसपैठ)”, which it is linking not only to the State’s demographic (जनसांख्यिकीय) changes but also to crimes against tribal women, land alienation (भूमि हस्तांतरण), and what some Adivasi communities perceive (view, consider, think of, regard) as a gradual dilution (reduction in value/power/force of something) of their indigenous (स्वदेशी) cultural practices. The party accuses the JMM-Congress-RJD alliance (गठबंधन) of encouraging “infiltrators” to bolster (मजबूत करना) the alliance’s voter base (आधार). This campaign has been running (proceed/happen in a particular way) alongside the BJP’s efforts to stress (जोर देना) the importance of unity among SC, ST and OBC groups using the messaging of “ek hai to safe hai (safe when united”), suggesting (सुझाना) that the BJP’s campaign is targeted at having a coalition with more place for Adivasis alongside the party’s existing base of non-Adivasi Hindu voters. Amidst (के बीच में) the blitz (an intensive or sudden attack, offensive, assault, bombardment, onslaught) of campaign speeches by the BJP’s star campaigners, the ruling alliance’s campaign led by Chief Minister Hemant Soren and his wife Kalpana Soren, has squarely (precisely, exactly, just, directly) put the onus (जिम्मेदारी) of checking alleged “infiltrators” on the Centre, without explicitly (absolutely, directly, clearly, unambiguously, conclusively, unconditionally, unequivocally, unqualifiedly, categorically, outright) negating (invalidate, nullify, annul, cancel out, revoke, repeal, overrule) the claim (assertion, allegation, contention) of the BJP. The INDIA campaign also tries to drive home the point that as Jharkhand has no international borders, the onus of checking alleged (supposed, claimed, professed, purported, reported, ostensible) infiltrators should be on the Union, where the BJP is in power.

Another central theme (subject, topic, matter) in the INDIA bloc’s campaign strategy (plan of action (in order to achieve a more expansive set of political, economic, and security interests)) has been the promise of implementing land registries as they had been surveyed in 1932 for the purpose of determining domicile (a person’s permanent residence. In law, domicile is the status of being a lawful permanent resident in a particular jurisdiction (territory/region)). But the JMM and its allies are careful here too, as Jharkhand has had a history of settlement (an uninhabited place where people established a community/colony) with migration (the movement of people within the borders of the same country or across international borders in order to find work or better living conditions) from neighbouring (adjacent, adjoining, bordering, abutting) States in waves (in large quantities/amounts) ever since. Some senior BJP leaders have suggested a National Register of Citizens (It is a register that includes demographic information about all those individuals who qualify as citizens of India as per the Citizenship Act, 1955) in the State, though the party does not mention this in its manifesto ((policy) statement, declaration, pronouncement). The BJP is talking up charges (accusation, allegation) of corruption that sent leaders such as Mr. Soren and the Congress’s Alamgir Alam to jail. The JMM has been questioning the announcement of the election in the State a month before the term (tenure, period of/in office; period, time, stint, spell) of the current Assembly (Assembly/Vidhan Sabha; a legislative body in the states and union territories of India) ends, calling it as a BJP ploy ((cunning) plan, scheme, tactic/trick) to disrupt the welfare (a government program that provides (financial) assistance to individuals and families in need; social security, public assistance) schemes of the Soren government. While the BJP is going all out to attack the popularity of these schemes by questioning their implementation (execution, application, carrying out) at the fag end (last part of something, particularly when considered as less significant or interesting) of the alliance government’s term, its manifesto has tried to outdo (beat, defeat, conquer, outstrip, outdistance, do better than, go beyond, rise above) the JMM’s in terms of (with regard to, regarding, concerning, in respect of, with reference to) sops (a conciliatory gift, concession; something given/provided (which is ,often, of less importance) to pacify somebody) being promised for the youth, women and farmers in the State.
