The Modi U.S. visit announcements will see New Delhi being put to the test
Prime Minister Narendra Modi’s three-day visit to the U.S was marked (represent, signify, indicate) by high-level meetings that had a three-part focus. He spent one day at the Quad and in bilateral (द्विपक्षीय, दो पक्षों से संबंधित) meetings with U.S. President Joseph Biden, a day in New York with business leaders and the diaspora (प्रवासी, विदेश में बसे लोग), and another day at the UN and in bilateral meetings. The Quad Summit (meeting, conference, conclave (international meeting/conference of heads of state/government)), delayed due to political cycles (चक्र) in the four member countries, was more substantive (महत्वपूर्ण, सार्थक) than expected for a farewell (विदाई, अंतिम) meeting (Mr. Biden and Japan’s Fumio Kishida will soon demit (त्यागपत्र देना, पद छोड़ना) office). The joint statement was noted for its sharp language on Chinese aggression (आक्रामकता) in the South China Sea, as well as on Russia’s invasion (आक्रमण, हमला) of Ukraine, where the leaders upheld the UN charter (an instrument of international law, and UN Member States are bound by it. The UN Charter codifies the major principles of international relations, from sovereign equality of States to the prohibition of the use of force in international relations) on sovereignty (संप्रभुता) and territorial integrity (क्षेत्रीय अखंडता). The announcement of initiatives aimed at countering (मुकाबला करना, विरोध करना) Chinese actions will no doubt raise Beijing’s ire: a “Quad-at-Sea Ship Observer Mission (This initiative aims to improve interoperability and maritime safety, advancing cooperation among member countries)” for 2025, a Maritime Initiative for Training in the Indo-Pacific (MAITRI) and a “maritime legal dialogue (वार्ता, बातचीत)” to support the “rules-based (based on a predetermined set of principles) order”. However, India’s hesitation (reservation, misgiving, doubt, qualm, second thought, worry, concern, reluctance, apprehension) in joining other Quad militaries in contested waters in the Pacific Ocean remains, and India’s presidency (premiership, leadership, chairmanship, stewardship) of the Quad next year will show whether those are overcome (tackle, deal with, solve, get a grip on, bring under control). Quad countries also committed to a “Cancer Moonshot (As Vice President, in 2016, Joe Biden launched the Cancer Moonshot with the mission to accelerate the rate of progress against cancer. This initiative is launched to bring renewed leadership to the fight against cancer, facilitate new collaborations, and drive progress)” to fight cancer, an initiative that can draw (obtain, deduce, gather, derive) lessons from the troubled (परेशान, कठिन) Quad vaccine initiative (The Quad Vaccine Partnership, formed in March 2021, coordinated the efforts of Quad partners to deliver almost 800 million safe and effective COVID-19 vaccine doses globally – including more than 400 million doses to Indo-Pacific countries). India and the U.S. were able to announce progress on many strategic (relating to achieving long-term or overall goals) fronts including a military partnership for semiconductor fabrication and India acquiring predator drones (unmanned aircraft/missile). However, the ties (association, relationship, bond, connection) faced unspoken (unstated, unexpressed, voiceless) tensions (strained relations, strain, unease) over the lingering (continuing, protracted, persisting, long-drawn-out, dragging, long-standing) effect of the Pannun case, including summons ((in civil suit) a legal document issued by a court to notify a defendant that they must appear in court to defend themselves against a civil lawsuit) issued for NSA Ajit Doval in a civil suit and a White House meeting with Sikh activists (a person who supports a political change or cause; (or societal change/cause)) who have campaigned (seek to influence the decision-making progress within a specific group by an organized effort) against India — all before Mr. Modi’s arrival. The message from Washington appears to be that the Pannun case cannot be overlooked (fail to notice, ignore, dismiss, reject, neglect, disregard, pay no heed/attention to, take no notice of).
Mr. Modi’s message at the UN as well as in bilateral meetings with leaders including Ukrainian President Volodymyr Zelenskyy was watched closely given (considering, taking into account, bearing in mind) recent moves (step, action, activity, measure) hinting at India’s involvement (participation, engagement, contribution, representation) in a peace process. While Mr. Modi gave no further indication of such a plan, his discussions with Mr. Zelenskyy centred around a possible second peace summit. At a diaspora event, Mr. Modi said that India is now a “strong voice” of the Global South (the poor developing countries (of Asia, Africa, South America, amongst others); the economically developed countries (of Europe, North America, Australia, amongst others)), and was taking up the concerns of the developing world on the conflict with the global leadership. At the UN “Summit of the Future”, he added that the success of humanity (humankind, the human race, human beings, humans, people) would depend on its “collective strength, not in the battlefield”. The next few months will see New Delhi tested not only on those lofty (tall, very high, giant, imposing, magnificent) ideals (principle, yardstick, criterion, standard, moral value, belief, conviction, morality) and ambition for peace but also on actualising (fulfil, achieve, accomplish) the many announcements made during the visit.
