    The option C is correct as the given sentence is in the active voice and to transform it into the passive voice, the subject of the given sentence(the police) comes in the place of the object(the smugglers) and vice versa.     Options A, B, and D are wrong as 'are', 'has', and 'are being' cannot be used respectively because the given sentence when transformed, should only take 'have +been' as the given sentence is in the present perfect tense.

    Option B: 'Was stolen' hasn't been changed to past perfect tense 'had been stolen'.

    Option B: The clause 'somebody accused me' is still in active voice and by changing the position of 'stealing money', the sentence is left incomplete.
    Option D: The verb form 'am accuse' is grammatically incorrect as 'accuse' is a base verb and must be conjugated according to the required tense form.
    Hence options A, B and D are incorrect.
