    The Swaraj Party was formed on January 9, 1923, by Indian politicians and members of the Indian National Congress who had opposed Mahatma's suspension of all civil resistance on February 5, 1922, in response to the Chauri Chaura tragedy, where policemen were killed by a mob of protestors. By their political activities, the Swarajists filled the political vacuum at a time when the national movement was recouping its strength.

    They demonstrated that the councils could be used creatively by agitating powerful speeches on self-government and civil liberties and outvoting the Government several times, even on matters relating to budgetary grants.

    Mahatma Gandhi remained non-committal to the Swarajist approach. He did not oblige. Step by step, he moved towards an accommodation with the Swarajists. In fact, his approach towards the Swarajists at this stage brought out some of the basic features of his political style, especially when dealing with co-workers with whom he differed.
