The Registration of Births and Deaths (Amendment) Bill (विधेयक, कानून का प्रारूप) 2026 passed in the Lok Sabha (लोकसभा) amends (संशोधन करना) Section 13(3) of the 1969 Act. In the updated framework, registrations delayed for up to two years still require a district, a subdivisional or an authorised (अधिकृत, प्राधिकृत) executive magistrate’s (a government officer empowered by the State Government to maintain public order, law and order, and public safety, and to exercise certain magisterial powers under the Bharatiya Nagarik Suraksha Sanhita (BNSS). Executive Magistrates include District Magistrates (DMs), Sub-Divisional Magistrates (SDMs), and other officers authorized by the State Government; administrative magistrate, executive authority, district magistrate, sub-divisional magistrate) order, but when the delay exceeds (अधिक होना, पार कर जाना) two years, a judicial magistrate (a judicial officer appointed under the Bharatiya Nagarik Suraksha Sanhita (BNSS) to hear criminal cases, conduct trials, issue judicial orders, and administer criminal justice independently of the executive; magistrate, criminal court judge, judicial officer, trial magistrate) is required to verify the event and pass an order. As the certificate’s gatekeeping (the activity of controlling, and usually limiting, general access to something; controlling access, regulating entry) power grew, so did the incentive (प्रोत्साहन, प्रेरणा) to obtain one fraudulently (धोखाधड़ी से, कपटपूर्वक), leading to (to result in a particular situation or event; cause, result in, bring about, produce) the 2026 amendment. However, the Bill’s passage (the act or process of a bill being approved by a legislature and becoming law; enactment, passing, approval, ratification) lacked (to be without or deficient in; be without, be short of, be deficient in, require) debate in the Lok Sabha as the Opposition was protesting the July 20 police crackdown (a series of severe measures to restrict undesirable or illegal people or behaviour; clampdown, suppression, repression, strict measures) on the CJP protests.
