A district level court works at the district level with cases where the compensation claimed is upto 20 lacks . The National Commission is the Apex body of Consumer Courts, it is also the highest Appellate Court in the hierarchy.

A state level court works at the state level with cases where compensation claimed is above 20 lac but upto one crore.The State Commission also has Appellate jurisdiction over the District Forum.

National Consumer Disputes Redressal Commission (NCDRC): A national level court works for the whole country and deals compensation claimed exceeds rupees one crore.

When there is a complaint regarding goods or service that had been bought, the seller tries to shift all the responsibility to the buyer saying if you didn’t like what you bought, please go elsewhere.

Companies with huge wealth power and reach manipulate the market by passing false information through media. For example, a cigarette manufacturing companies did not accept that their product causes cancer.

When their was no legal system available to the consumers to protect them from exploitation in the market place, the consumer generally avoided buying that brand product or would stop purchasing from that shop. It was presumed that it was the responsibility of the consumers to be careful while buying a commodity or a service.

The consumer movement arouse out of dissatisfaction of the consumers as many unfair practices were being indulged in by the sellers.

Rampant food shortages, hoarding, black marketing, adulteration of food and edible oil gave birth to the consumer movement in an organised form in 1960’s.

Consumer organisations were largely engaged in writing articles and holding exhibitions till 1970’s, they formed consumer groups to look into the mal practices in ration shops and overcrowding in the road passenger transport.
