Generating employment for a huge population in a country like India is very difficult. The number of iliterate persons increases every year. Unemployment rate is thus showing an increasing trend. The problem of joblessness is highest in urban areas and it is even higher among the educated people. It is estimated that more than half of unemployed youths around the globe live in metropolitan cities. And, as much as income in urban areas is high, the costs of living make the incomes to seem horribly low. The increasing relocation of people from rural or developing areas to urban areas is the leading cause of urban unemployment.

The National Sample Survey Office (NSSO) headed by a Director General is responsible for conduct of large scale sample surveys in diverse fields on All India basis. Primarily data are collected through nation-wide household surveys on various socio-economic subjects, Annual Survey of Industries (ASI), etc. Besides these surveys, NSSO collects data on rural and urban prices and plays a significant role in the improvement of crop statistics through supervision of the area enumeration and crop estimation surveys of the State agencies.  It also maintains a frame of urban area units for use in sample surveys in urban areas.  

Open unemployment is a situation where in a large section of the labour force does not get a job that may yield them regular income. This type of unemployment can be seen and counted in terms of the number of unemployed persons. The labour force expands at a faster rate than the growth rate of economy.

The industries engaged in production or extraction of natural resources such as crops, oil and ores can be termed as primary sector.

Unemployment may be defined as “a situation in which the person is capable of working both physically and mentally at the existing wage rate, but does not get a job to work”.There are three measures or estimates of unemployment. These are developed by National Sample Survey Organisation (NSSO). They are:

1. Usual Status Unemployment

2. Weekly Status Unemployment

3. Current Daily Status Unemployment

The secondary sector include industries that produce a finished, usable product or are involved in construction. This sector generally takes the output of the primary sector and manufactures finished goods or where they are suitable for used by other businesses, for export, or sale to domestic consumers.

The major causes which have been responsible for the wide spread unemployment can be termed as Rapid Population Growth,  Limited land, Seasonal Agriculture, Fragmentation of land, Backward Method of Agriculture,  Decline of Cottage Industries, Defective education, Lack of transport and communication, Inadequate Employment Planning etc.

Sector which encompasses all jobs with normal hours and regular wages, and are recognized as income sources on which income taxes must be paid can be termed as formal sector.
