The updates to India’s statistical system are welcome (स्वागतयोग्य, सुखद), albeit (यद्यपि, हालांकि) long overdue (बहुत समय से लंबित, बहुत विलंबित)

The government has, in recent months, implemented several long-overdue but welcome upgrades (improvement, enhancement, modernization, update) to India’s statistical databases. Wide-ranging (व्यापक, विस्तृत), they cover the way the country measures Gross Domestic Product (GDP) (सकल घरेलू उत्पाद), industrial production, and price changes at the retail, wholesale, and producer levels. These updates have not only made India’s key economic statistics more representative (प्रतिनिधिक, प्रतिनिधित्व करने वाला) of reality, but have also brought them in line with (के अनुरूप, के अनुसार) international best practices. The most basic change across all indices has been the updating of base years (आधार वर्ष). Until recently (हाल तक, कुछ समय पहले तक), the base years for GDP, the Consumer Price Index (CPI) (उपभोक्ता मूल्य सूचकांक), Wholesale Price Index (WPI) (थोक मूल्य सूचकांक), and Index of Industrial Production (IIP) (औद्योगिक उत्पादन सूचकांक) were either 2011 or 2012. As such (in that capacity, in itself, therefore, consequently), these measures (मापदंड, सूचक) were significantly outdated (पुराना, अप्रचलित) and less reflective (प्रतिबिंबित करने वाला, दर्शाने वाला) of reality with each passing year (as time goes by; year by year, progressively, steadily over time). In February, the Ministry of Statistics and Programme Implementation (MoSPI) (the executive ministry of the Government of India that acts as the central authority for the collection, compilation, analysis, and dissemination of official statistical data, while also monitoring the implementation of major government projects and programmes) released the new series of national accounts data (comprehensive statistical records that represent the economic activity and financial health of a nation; macroeconomic statistics, national financial records), including GDP, with a base year of 2022-23. The new series incorporates (include, integrate, embody, absorb) methodological (systematic, procedural, structural, analytical) improvements and new data sources, making it more granular (highly detailed, comprehensive, specific, microscopic) and robust (strong, sturdy, tough, resilient). Some of these, such as (like, for instance, for example, including) the double-deflator approach (an economic statistical method used to compute real value added by deflating the value of gross output and the value of intermediate inputs separately), have long been demanded (request, ask for, urge, call for) by statisticians (an expert in the preparation and analysis of statistics; data analyst, actuary, number cruncher, data scientist) and international bodies, including the IMF.

Similarly, MoSPI had in February also released the new series of the CPI with an updated base year of 2024, a more inclusive (all-encompassing, broad, comprehensive, extensive) basket (in economics, a fixed set of consumer products and services valued on an annual basis to track inflation; assortment, group, collection, selection) of items measured (calculate, compute, estimate, quantify), and more accurate weightages (the value or importance assigned to a particular item in a statistical group or index; value, emphasis, significance, proportion). This has enabled (allow, permit, facilitate, authorize) a more realistic (practical, pragmatic, sensible, rational) reading (interpretation, understanding, assessment, measurement) of retail inflation (the rate at which the prices of everyday consumer goods and services increase over time; consumer price inflation, retail price rise, consumer-level inflation), a key (crucial, vital, essential, pivotal) metric (standard of measurement, measure, gauge, benchmark) in interest-rate (the proportion of a loan that is charged as interest to the borrower, typically expressed as an annual percentage of the loan outstanding; borrowing rate, lending rate) decisions. In early June, MoSPI then released the new series of the IIP as well (too, also, in addition, besides). The base year was updated to 2022-23 and the index’s data collection was strengthened (reinforce, bolster, make stronger, fortify). This, too, eventually (ultimately, in the end, finally, lastly) feeds into more accurate GDP data. The other factor to be highlighted (emphasize, draw attention to, underline, accentuate) is that the data upgrades (enhancement or modernization made to a statistical dataset; statistical improvement, data enhancement, database modernization) have not been limited to just MoSPI. The Ministry of Commerce and Industry also updated its WPI, releasing the new series on Monday. A more accurate WPI and CPI yield (produce, provide, generate, supply) a more accurate GDP deflator (an economic metric that measures the changes in prices for all of the goods and services produced in an economy; implicit price deflator), which strengthens the way that statisticians derive (obtain, deduce, calculate, compute) real GDP growth after having adjusted (modify, alter, regulate, align) for inflation (a general increase in prices and a fall in the purchasing power of money; price rise, rising prices, cost escalation, cost of living increase). The Commerce Ministry also released a new Producer Price Index (PPI) (an economic index that measures the average changes in prices received by domestic producers for their output, acting as a key indicator of inflation at the producer level), which is to replace the WPI in five years. A PPI is the standard among developed economies and provides more information about both goods and service price levels at the producer stage. With all these, the IMF is sure to improve the recurring (repetitive, periodic, cyclical, frequent) ‘C’ grade it has given India’s national accounts data. These, it is hoped, will also be capped off by a time-bound (restricted to a certain time limit; scheduled, deadline-driven, fixed-term, strictly scheduled) release of the new Census (an official count or survey of a population, typically recording various details of individuals; population count, demographic survey, official tally, headcount) with no further delays.
