Pragmatism (व्यावहारिकता) should guide India’s demographic governance

In constituting (गठित करना, स्थापित करना) a panel (समिति, आयोग) to study demographic changes (जनसांख्यिकीय परिवर्तन) in India, the Centre was guided (मार्गदर्शन करना) by a paranoid mindset (मानसिकता, सोच) that saw devious (कपटी, चालाक) conspiracies everywhere. The move gave shape and substance to a thought expressed (व्यक्त करना, प्रकट करना) by Home Minister Amit Shah: “unnatural (अप्राकृतिक, असामान्य) demographic (जनसांख्यिकीय) change” is a “very significant challenge (चुनौती, कठिनाई) to the present and future of any nation”. In his Independence Day address (speech, talk, discourse) in 2025, Prime Minister Narendra Modi announced the proposal (प्रस्ताव, योजना), characterising (वर्णित करना, विशेषता बताना) illegal (unlawful, illegitimate, illicit, unauthorized) infiltration as a “premeditated conspiracy” to alter India’s demography. The committee, chaired by retired Supreme Court judge Justice P.P. Naolekar, is to assess demographic changes, examine patterns (system, trend, tendency) of abnormal (unusual, irregular, anomalous, deviant) population shifts (change, alteration, variation, movement) among religious and social communities, and recommend a time-bound (required to be completed by a specific time or within a specific period; time-limited, strict-deadline, deadline-driven, schedule-driven) solution. Mr. Shah linked (connect, associate, relate, tie) demographic changes not only to sovereignty (the supreme, independent authority of a state to govern itself and its territory without external interference; autonomy, independence, self-government, self-rule) but also to national security, law and order (a situation in which laws are obeyed and peaceful conditions are maintained in society; peacefulness, discipline), “profound (intense, extreme, severe, deep) changes in social structure (the organized pattern of social relationships and social institutions that together compose society) and the preservation (protection, conservation, safeguarding, maintenance) of tribal society (a social group comprising numerous families, clans, or generations together with dependents)”. According to the government, demographic shifts have affected public service delivery, local governance (शासन, प्रशासन), resource distribution and social cohesion (the willingness of members of a society to cooperate with each other to survive and prosper; unity, togetherness, solidarity), and Justice Naolekar has said that the panel will also formulate (create, prepare, develop, devise) a system for the custody (detention, confinement, imprisonment, captivity) and deportation (expulsion, extradition, repatriation, banishment, exile, eviction) of infiltrators (intruder, trespasser, invader).

It is indeed (truly, actually, certainly, undeniably) true that the management (administration, handling, control, direction) of population dynamics is a key instrument of governance. On June 14, Switzerland held a referendum (public vote, plebiscite, popular vote; a direct vote in which people cast ballots to decide on a specific issue or policy) and rejected a proposal to cap (limit, restrict, keep within bounds, control) the country’s population at 10 million. Across the world, immigration (the action of coming to live permanently in a foreign country; migration, relocation) has become contentious (controversial, debatable, disputed), with unregulated (uncontrolled, unchecked, unrestricted) cross-border (across a border between two countries) movement (relocation, migration, transfer, shift) seen as a challenge to sovereignty. Population management (practices and policies aimed at regulating the size, composition, and distribution of a population), however (nevertheless, nonetheless, yet, but), is not entirely (completely, absolutely, totally, wholly) about illegal infiltration, and securitising (to view or frame an issue (such as demographic trends) as a major security threat requiring extraordinary measures; to frame non-threatening issues as urgent, existential security threats) demographic trends (tendency, direction, drift, pattern) at the cost of (by sacrificing, at the expense of, by losing) all adjacent (adjoining, neighbouring, related, connected) factors could do more harm than good (to worsen a situation or cause more damage than benefit; backfire, prove counterproductive, exacerbate the situation). As the recent experience with the SIR of electoral rolls shows, facts about people would be seen as valid only to the extent that these are established through documentation (official papers, paperwork, certificates, records). If this exercise (activity, task, operation, process) creates a large stateless (not recognized as a citizen of any country; devoid of a nationality) population with no country willing (ready, prepared, inclined, agreeable) to accept them, it could result in (cause, bring about, lead to, prompt) a demographic deadlock (a standstill or impasse caused by complex population-related issues, such as a large number of stateless people whom no country accepts) rather than (instead of, as opposed to) a solution. The fear of communal profiling (the act of targeting or categorizing individuals based on their religious or community identity for scrutiny or suspicion) of Muslims is real, and the Centre should also seriously consider (think about, examine, evaluate, contemplate) whether the human costs (the negative impact on people’s lives, such as suffering, displacement, loss of rights, or death) are worth it. India faces (encounter, experience, confront, tackle) major demographic challenges. Rising life expectancy and falling birth rates are changing the composition of India’s population. There are concerns of India losing its demographic dividend (the economic growth potential that can result from shifts in a population’s age structure, mainly when the share of the working-age population is larger than the non-working-age share), as the quality of education and health, and the evolving (changing, developing, progressing, advancing) dynamics of work, remain (continue to be, stay, endure) very challenging (demanding, testing, difficult, tough). Migration continues to shape (influence, form, determine, guide) India’s trajectory. Partition created three sovereign countries out of a geographical and cultural continuum, and its legacy included voluntary and involuntary movement of people. Sensitivity and a long-term view should guide India’s demographic governance.
