A welcome decision: on ramping up of vaccine production

Vaccine (टीका) production must be ramped up to sustain (बनाए रखना, जारी रखना) exports and meet domestic demand

In a welcome move to address (tackle, deal with, attend to, try to sort out) the huge vaccine inequity (unfairness, unjustness, one-sidedness, partisanship, bias, prejudice, discrimination) globally, India will, from October, resume (फिर शुरू से करना, फिर आरम्भ करना) exporting much needed COVID-19 vaccines. The decision comes after the Government severely restricted vaccine exports in March and stopped them in mid-April. The renewed (re-established, revived; resumed) export drive, known as Vaccine Maitri (vaccine friendship; a humanitarian initiative undertaken by the Indian government to provide COVID-19 vaccines to countries around the world), will first prioritise (प्राथमिकता देना) the global vaccine-sharing platform, COVAX (COVAX is co-led by Gavi, the Coalition for Epidemic Preparedness Innovations (CEPI), and WHO. Its aim is to accelerate the development and manufacture of COVID-19 vaccines, and to guarantee fair and equitable access for every country in the world), and neighbouring (पड़ोसी, नज़दीक) countries. Just four days after the vaccination (treatment with a vaccine to protect against a particular disease; immunization) programme kicked off (start, begin, launch, initiate, inaugurate, introduce) in India on January 16, India shipped the first batch of vaccines to Bhutan and the Maldives as a part of its vaccine diplomacy (the use of a vaccine to increase diplomatic relationship and influence other countries but also, from a strategic perspective, vaccine access opens the door to expand long-term health security provisions). Till mid-April, India had supplied nearly 20 million doses to COVAX and donated nearly 11 million, while nearly 36 million doses were sold to 26 countries. But with the daily fresh cases and deaths in the second wave beginning to surge (लहर उठना, वृद्धि, अचानक उठना) in March and the supply of vaccines from the two manufacturers not meeting domestic demand, the priorities quickly changed and the export of vaccines was put on hold (postpone, put back, hold off, defer, delay). It became possible to export vaccines till March mainly due to the slow uptake (तेज, उद्ग्रहण) of vaccines by health-care and frontline workers and Covishield vaccine manufactured late last year nearing the six-month expiry date. The daily uptake of vaccines began climbing (चढ़ना, बढ़ना) steadily with vaccine eligibility too — all above 45 years from April 1 and all adults above 18 years from May 1.

With most developed countries hoarding (store up, stock up on, stockpile, put aside, set aside, amass, heap up, pile up, stack up) vaccines and prioritising their vaccination, and India too halting (stop, discontinue, cease, terminate) all exports, vaccine supply to the COVAX facility has been hit (affect badly). As a result, about 80% of the nearly six billion doses administered (प्रशासन करना, प्रदान करना) globally have been in high- and upper middle-income countries. Vaccine inequity is striking (हड़ताल, प्रभावित करना, पीड़ित करना) in Africa — just 2% of the six billion doses have been administered here and less than 3.5% of its people fully vaccinated (inoculate, administer, introduce (with a vaccine to provide immunity against a disease)). While efforts are being made through COVAX to increase vaccine supply to Africa, the continent will still end up (समाप्त, खत्म करो) with 25% fewer doses than anticipated (पूर्वानुमान करना, उम्मीद करना, भविष्यवाणी करना) by the end of 2021. Only 15% of the over one billion doses pledged (vow, state, promise, swear, give one’s word, give an assurance, commit oneself) by the developed countries have reached Africa, which has made unsuccessful attempts to buy vaccines. And now, with the U.S. and other developed countries focusing efforts on approving booster doses (In medical terms, a booster dose is an extra administration of a vaccine after an earlier dose) for certain categories, the supply of vaccines to Africa and other countries to immunise (vaccinate, inoculate, inject (a vaccine)) even health-care workers will continue to be restricted. A vaccination policy that leaves many of the countries in the Global South vaccine deprived (वंचित, महरूम) will be hugely counterproductive (अनुत्पादक, प्रतिकूल). As long as vaccine inequity prevails (exist, be in existence, be present, be prevalent), the virus will continue to circulate, thereby increasing the possibility of more dangerous variants (different or form or version or mutant of something (virus)), far more (much more, a lot more) transmissible and resistant (repellent of, unaffected by; unsusceptible to, invulnerable to) to vaccines than Delta, emerging. India’s decision to resume vaccine exports is, hence, commendable (admirable, praiseworthy, laudable). The need to quickly ramp up (बढ़ाना, जुटाना) vaccine production here to sustain exports even while meeting the ever-rising (constantly/continuously increasing) domestic demand cannot be overemphasised (overstress, exaggerate, overdo, overplay, overdramatize).
