Building consensus: On the 18th BRICS Summit, the New Delhi Declaration
The 18th BRICS Summit (शिखर सम्मेलन, उच्चस्तरीय बैठक) pushed for (के लिए जोर देना, की मांग करना) changes in traditional power equations (पारंपरिक शक्ति-समीकरण)
Reaffirming the importance (महत्व) of reformed (सुधार किया हुआ, सुधारित) multilateralism in a world riven with unilateral actions by superpowers emerged as a binding (unifying, cohesive, central; mandatory, compulsory, obligatory, imperative) theme (विषय, मुख्य विचार) of the 18th BRICS Summit (an international relations conference attended by the heads of state or government of the member states (originally Brazil, Russia, India, China, and South Africa)) and the New Delhi Declaration. The Summit’s success could be measured (आकलन करना, मूल्यांकन करना) by three main parameters (मापदंड) — the participation (भागीदारी, सहभागिता) of members at the highest levels (उच्चतम स्तर पर), the importance given to intra-BRICS (within BRICS, inter-BRICS, internal to BRICS, among BRICS members) trade cooperation mechanisms and the consensus (आम सहमति, सर्वसम्मति) achieved by Indian negotiators in forging a joint statement in a time of war. The government should be commended for ensuring that Iran and the UAE, two rivals (प्रतिद्वंद्वी, विरोधी) in the West Asian conflict (संघर्ष, टकराव), used the occasion (a particular time or instance of an event; instance, time, moment, juncture) for their highest-level (involving the most senior or important people; top-tier, supreme, executive, premier) bilateral (involving two parties, usually countries; two-sided, mutual, joint, reciprocal) meeting since (from a time in the past until the time under consideration; from the time when, following, after, ever since) the war began. The New Delhi Declaration, which was issued (to formally release, publish, announce, broadcast) despite (in spite of, notwithstanding, regardless of, in the face of) scepticism (doubt, disbelief, cynicism, suspicion) about all the differences (disagreement, divergence, variance, disparity, dispute, conflict, clash) within the grouping, presented the BRICS (an international cooperation forum of 11 full member countries: Brazil, Russia, India, China, South Africa, Egypt, Ethiopia, Iran, Saudi Arabia, the United Arab Emirates, and Indonesia. It began as BRIC (Brazil, Russia, India and China), held its first summit on 16 June 2009, and expanded with South Africa in 2011, Egypt, Ethiopia, Iran and the UAE from 1 January 2024, and Indonesia in January 2025. It promotes political and diplomatic coordination and cooperation among emerging and developing countries, particularly on global governance and economic and development issues. BRICS has no permanent headquarters or permanent secretariat) as a formidable front in its 20th year. Among the BRICS members, the position (stance, viewpoint, perspective, attitude) of Saudi Arabia, which has yet to (still to, not yet, pending, bound to) formally (officially, legally, legitimately, properly) join the group, remains ambiguous (unclear, vague, equivocal, uncertain, debatable), as Foreign Minister Faisal bin Farhan Al Saud arrived after the main session (meeting, sitting) where the joint statement was adopted (to formally endorse, approve, embrace, accept) on Saturday. For the other members, however (nevertheless, nonetheless, yet, though), the consensus was clear on issues (matter, topic, subject, concern) of global importance (of worldwide significance, globally critical, of international concern). The declaration made a call for the reform of the Security Council and support for a greater role for Brazil and India while recommending new initiatives for global governance. It condemned western (relating to the countries of the West (Europe and North America); occidental, euro-american, transatlantic, westernized) sanctions (a threatened penalty for disobeying a law or rule, especially imposed by one country against another; penalty, punishment, embargo, restriction) and tariffs (a tax or duty to be paid on a particular class of imports or exports; tax, duty, toll, levy) and resolved (to decide firmly on a course of action; determine, decide, conclude, pledge) to improve intra-BRICS trade and transact (to conduct or carry out business or trade; conduct, negotiate, execute, perform) more in local currencies. It also condemned unilateral wars (one-sided war, unilateral military action, independent military intervention), without criticising (censure, denounce, condemn, reprove) any member. While the statement omitted (leave out, exclude, drop, overlook) references (mention, allusion, remark, citation, indication) to the U.S.-Israel attacks on Iran, the assassination of Iran’s Supreme Leader Ali Khamenei, and of Iran’s retaliatory attacks on its neighbours, especially the UAE, it is understood that this was due to a last-moment (last-minute, final-hour, eleventh-hour, late) compromise (agreement, understanding, settlement, accommodation) effected (to cause something to happen or to bring about; accomplish, achieve, execute, produce) between the two countries so as to (in order to do something; in order to, with the intention of, with the purpose of, intending to) forge the agreed text (approved declaration; consensus). It also took an exceptionally (unusually, extraordinarily, remarkably, uncommonly) strong position on Israel’s actions in Palestine and Lebanon.
India’s fourth BRICS chairship (the position or role of being a leader or chairperson; chairmanship, leadership, presidency, direction) has given ballast (stability, equilibrium, foundation, counterbalance, support, stabilising force, anchor, reinforcement) to its reputation (standing, stature, prestige, character) as a Global South (developing, emerging, or lower-income nations located largely in Latin America, Africa, and Asia; developing world, emerging nations) balancer with easy access (admission) to both sides of a divided (split, fragmented, disunited, polarized) world, while delivering (to provide something promised or expected; provide, supply, produce, yield) bilateral benefits. Prime Minister Narendra Modi’s close attention (observation, heed, notice, consideration) to Iran’s President Masoud Pezeshkian would have gone some way in assuaging (to make an unpleasant/hurt feeling less intense; alleviate, mitigate, soothe, relieve) hurt (pained, aggrieved, wounded, offended) feelings (emotion, sentiment), when New Delhi appeared (to give the impression of being; seem, look) to be tilting towards the U.S. and Israel in the war. Mr. Modi’s meeting with Chinese President Xi Jinping also afforded the two countries a chance to reaffirm their political will to normalise ties (bond, connection, link, relationship). And his meeting with important leaders from the ASEAN (an 11-member regional intergovernmental organisation established on August 8, 1967, to promote economic growth, social progress, and geopolitical stability in Southeast Asia. Founding Members (1967): Indonesia, Malaysia, Philippines, Singapore, and Thailand. Expanded Members: Brunei (1984), Vietnam (1995), Laos (1997), Myanmar (1997), Cambodia (1999), and Timor-Leste (2025)) grouping and African nations paid much-needed (greatly required, necessary, or long overdue; long-awaited, essential, crucial, requisite) attention to India’s ties with them. This BRICS Summit will be remembered (recall, recollect, commemorate, recognize) for a moment of solidarity (unity, harmony, cohesion, fellowship) among countries that have many differences but are together (jointly, collectively, unitedly, mutually) in desiring (want, wish for, crave, long for) a shift (change, transition, realignment) in traditional power equations to one more (further) driven (propelled, motivated, influenced, guided) by their emerging economies (developing nation experiencing rapid economic growth and industrialization and expanding financial markets; developing nation, rising market, advancing economy).
