Change in arrangement: On the leadership transition in Karnataka

Siddaramaiah gave way to Shivakumar in a tightly (कड़ाई से, दृढ़ता से) managed (प्रबंधित, नियंत्रित) transition (परिवर्तन, संक्रमण)

The most prominent (प्रमुख, प्रसिद्ध) face (प्रमुख चेहरा, प्रतिनिधि) of the Congress in Karnataka, D.K. Shivakumar, is set to (ready, prepared, scheduled, about to) realise (साकार करना, प्राप्त करना) his long-held (लंबे समय से चला आ रहा, दीर्घकालिक) ambition (महत्त्वाकांक्षा, आकांक्षा) of becoming Chief Minister on June 3. By passing the baton from Karnataka’s longest-serving (having held a position for the longest period of time; long-standing, veteran) Chief Minister, Siddaramaiah, to Mr. Shivakumar, the Congress appears (seem, look, come across as, give the impression of) to have resolved a grievance (शिकायत, असंतोष) among his supporters, who believed that he deserved (योग्य होना, हकदार होना) the post when the party returned to power in 2023 after leading its poll campaign (चुनाव अभियान) as State unit president. Evidently (स्पष्ट रूप से, जाहिर तौर पर), the Congress national leadership appears to have managed the transition in Karnataka better than it did in Rajasthan and Punjab in 2020-21, where its decisions — retaining (keep, maintain, hold on to, preserve) Ashok Gehlot despite Sachin Pilot’s rebellion (विद्रोह, बगावत) (2020) and replacing Amarinder Singh with Charanjit Singh Channi (2021) — failed to yield (to produce or generate a result, gain, or financial return; produce, provide, generate, bring in) dividends in the Assembly (Legislative Assembly/Vidhan Sabha; a legislative body in the states and union territories of India) elections. The Congress high command (top leadership, central leadership, ruling group, highest authority) has also carried out the change of guard (a situation in which a person or group in authority is replaced by a new person or group; transition of power, replacement) in Karnataka with an eye on (keeping in mind, focusing on, considering, with a view to) the 2028 Assembly elections. There are symptoms (sign, indication, warning, evidence) of anti-incumbency (a situation where voters are against the current elected officials; anti-establishment feeling) sentiment (feeling, emotion, attitude, mood) acquiring (obtain, gain, attain, secure) more strength. As the Congress has chosen Mr. Shivakumar, a Vokkaliga, to succeed Mr Siddaramaiah, the BJP-Janata Dal (Secular) alliance (coalition, partnership, association, union) is likely (probable, possible, expected, anticipated) to face (confront, encounter, experience, deal with) the poll together, as otherwise (because if not; or else, in different circumstances), the two parties gain little politically. Besides (apart from, in addition, furthermore, moreover), the JD(S)’s top leaders belong to (be affiliated to, be a member of, be associated with) the Vokkaliga community and Mr. Shivakumar has been engaged in a decades-long (continuing or lasting for several decades; enduring, prolonged) contest with them for influence (power, authority, sway, clout) over the community, especially in the Old Mysuru region.

If the Congress and Mr. Shivakumar play their cards well, they could break (surpass, beat, exceed, shatter (in the context of a record)) Karnataka’s 35-year record of voting out incumbent (current, existing, present, sitting (in an office or position)) governments. Having successfully handled (manage, deal with, take care of, tackle) political crises (a difficult situation or instability within a government or political system; political turmoil, political instability), Mr. Shivakumar should by now (at the present time, up to this point) have a plan for winning in 2028. He must also carry (take along, bring along, convince, win over (in the context of bringing people together)) all sections (part, segment, faction, wing) of the party with him and adopt (embrace, take up, follow, espouse) a consultative (advisory, participatory, deliberative, collaborative) approach to major policy decisions. Despite (in spite of, regardless of, notwithstanding) implementing (execute, apply, put into effect, carry out) several welfare (social security, social assistance, well-being, social benefit) and populist (relating to a political approach that claims to represent the interests of ordinary people; appealing to the masses, popular) schemes, Karnataka has maintained (preserve, keep, sustain, continue) fiscal discipline (the ability of a government to balance its revenues and expenditures; financial management, economic prudence) under the Congress government. In the just concluded FY2025-26, revenue deficit (a situation where the government’s net income is less than its projected net income; financial shortfall, revenue loss), at about ₹19,500 crore, is the lowest among similarly placed (positioned in a comparable situation; similarly situated, parallel, analogous) southern States. While this offers (provide, give, impart, supply) some consolation (comfort, solace, relief, reassurance), Karnataka’s total revenue receipts (income, revenue, proceeds, earnings) grew by a modest (small, limited, moderate, slight) 6.3%. Reducing stark (clear, evident, sharp, distinct) inter-regional (between different regions; cross-regional) disparities should be a priority. In 2024-25, Bengaluru Urban district contributed about 40% of Karnataka’s GSDP, while Dakshina Kannada and Belagavi accounted for 5.3% and 3.9%, respectively. Uneven (unequal, disparate, inconsistent, unbalanced) regional development can be seen in the Human Development Index (a statistical composite index of life expectancy, education, and per capita income indicators, used to rank regions into tiers of human development) too — Bengaluru Urban with 0.738, while Yadgir (0.538), Kalaburagi (0.539), and Raichur (0.562) are at the bottom (in the lowest position, ranking lowest, least successful). At a time (during a specific period; in a particular moment) when States, especially those under non-BJP parties, are facing shrinking (decreasing, dwindling, reducing, diminishing) fiscal and development space, their Chief Ministers should focus on (concentrate on, pay attention to, emphasize, center on) addressing (tackle, deal with, attend to, resolve) the chronic (constant, continuous, unending, persistent) issues that affect the underprivileged (poor people, disadvantaged people, marginalized people, needy people). Mr. Shivakumar’s experience can help him fulfil (achieve, accomplish, realize, carry out) this responsibility (duty, obligation, task, burden).
