​Closer than ever: On India-Qatar bilateral bonhomie

India and Qatar have deepened (गहरा करना, बढ़ाना) their ties despite differences (मतभेद, विवाद)

The visit of the Qatari Amir, Sheikh Tamim bin Hamad Al-Thani, a decade (दशक) after his last visit to India, has led to a reaffirmation (पुनः पुष्टि, दोबारा समर्थन) of the deep ties (संबंध, रिश्ता) between two countries. While they do not always share the same worldview (विश्वदृष्टिकोण), both countries recognise (पहचानना) each other’s importance on the regional and global stage. For Qatar, India is a globally connected power, maintaining a balance with all players in the West Asian region including Saudi Arabia, the UAE, Iran and Israel. Indian expatriates (प्रवासी, निर्वासित) are often seen as the backbone (centrepiece, foundation, key player, mainstay, central component, cornerstone) of Qatari economic activity. For India, Qatar is a Gulf power, a huge source of remittances (payment, allowance, money) and a partner with a major geo-strategic (भू-रणनीतिक) role. Qatar also provides 45% of India’s LNG needs, which makes up about half of the bilateral (द्विपक्षीय) trade of $15 billion between the two countries. While Qatar is home to a U.S. military base (सैन्य अड्डा), which houses (accommodate) the U.K. and Australian air forces, it has also hosted (मेजबानी करना) groups such as the Hamas (Hamas is an Islamist militant group based in Gaza) and the Taliban, and maintains (बनाए रखना, जारी रखना) ties with regional militia (armed forces, military unit, insurgent, rebel (that involves in rebel/terrorist activities against the main/regular forces)) groups. In its recent decision to broaden (expand, augment, enhance, improve, build on, develop, increase) its engagement (participation, taking part, involvement) with the Taliban regime (government) in Afghanistan, the Narendra Modi government has leaned on the Qatari leadership. In addition (additionally, besides, furthermore, moreover, over and above), the Qatari Amir’s decision to pardon (it means completely absolving the person of the crime and letting him go free; reprieve, acquittal/discharge, exoneration, general pardon) eight former Indian naval personnel (forces, crew, employees, workforce, staff), reportedly accused of spying and handed the death sentence (punishment, prison term, judgement, verdict, ruling) in 2023, has helped forge (build up, create, establish, set up, form) a closer understanding. It is fitting (suitable, proper, correct, appropriate, relevant) and long overdue (late, behind time, long-delayed, belated, postponed, tardy), therefore, that after the talks (discussion, discourse, debate, dialogue, deliberation, negotiation, parley) in Delhi, India and Qatar decided to upgrade ties to a strategic (रणनीतिक, दूरदर्शी) partnership, given (considering, taking into account, bearing in mind) that India already has strategic partnerships (it is a long-term interaction between two countries based on political, economic, social and historical factors) signed with the Gulf Cooperation Council (a regional intergovernmental political and economic union consisting of all Arab states of the Persian Gulf except Iraq, namely: Bahrain, Kuwait, Oman, Qatar, Saudi Arabia, and the United Arab Emirates) including the UAE, Saudi Arabia, Oman and Kuwait. They also signed a double taxation avoidance agreement and MoUs in areas including sports and youth affairs (it refers to activities that help young people develop their potential and contribute to society). They agreed to double bilateral trade by 2030, and Qatar is to invest $10 billion in India in infrastructure (the basic physical or organisational structure or framework that a country or organization needs in order to function properly. For a whole nation, it includes all the physical systems such as buildings, roads & railways networks, utilities, etc) and manufacturing sectors and other areas.

While the joint statement and readouts (an official statement summing up the main points of a meeting/phone call between two leaders) dwelt on the bilateral bonhomie (सौहार्द्र, मैत्रीभाव), the geopolitical (relating to (the study of) the geographical factors (a country’s position on the earth, size, climate, and natural resources &, etc) in world politics and inter-state relations) undertones (implication, hidden meaning, suggestion, atmosphere, connotation, undercurrent) of their summit (meeting, conference, conclave (international meeting/conference of heads of state/government)) cannot be ignored. While the joint statement said that both sides conveyed their respective positions on the “Israel-Hamas issue”, it did not detail those positions. As Arab, GCC and OIC members meet this week to discuss the challenge from developments (turn of events, incident, situation, circumstance, occurrence, happening) in Gaza, the India-Qatar talks may have delivered (provide, fulfil, live up to, achieve (as expected or as promised)) the opportunity for both sides to bridge that divide between them, even as Delhi and Doha committed to a much stronger, forward-looking (progressive, ambitious, reforming, dynamic, forward-thinking) bilateral partnership.
