Growing ambitions: On China-Solomon Islands pact
China's security pact (समझौता, संधि) with the Solomon Islands is a first, but unlikely (संभावना नहीं, संदेहास्पद, अकल्पनीय) to be the last
China’s government announced on April 19 that it had signed a landmark (milestone, watershed, historic event, major achievement) security pact with the Solomon Islands, evoking (आह्वान करना, उत्पन्न करना, उभारना) concern from Australia and the U.S. The agreement is the first of its kind (unique, special, distinctive) that China has agreed with any country, and underlines (रेखांकन, जोर देना, ध्यान आकर्षित करना) its ambitions to play a security role in the Pacific. The final version has not been made public (सार्वजनिक करें, घोषणा करना, प्रकट करना), but according to a draft that was leaked last month, it will pave the way for (के लिए मार्ग प्रशस्त करना, के लिए रास्ता साफ करना) China to deploy (तैनात करना, नियोजित करना, उपयोग करना) its security forces there. The Solomon Islands can request police and military personnel (कार्यकर्ता, कर्मचारी वर्ग) “to assist in maintaining social order (सामाजिक व्यवस्था)”, while China can make ship visits and use its ports for logistics (the process of planning & executing a complex work (e.g. transporting goods)). This will give China’s vessels a strategic (रणनीति-संबंधी, कूटनीतिक) foothold (पैर जमाने, पकड़) in the Pacific, in a region close to Australia and Guam, where the U.S. has a naval base (a centre/place of operations by the armed forces; headquarters, station, post). Both countries unsurprisingly (in a way that is expected) expressed concern, with Washington, this week, even dispatching (send off (for a purpose)) a senior official and Indo-Pacific Coordinator, Kurt Campbell, to the Solomon Islands (a nation of hundreds of islands in the South Pacific, to the east of New Guinea), who will take up (शुरू करो, शामिल होना) the pact as well as (साथ ही, और भी, और इसके अतिरिक्त) plans to reopen the U.S. Embassy (दूतावास) there. China questioned the motivations (motive, reason, rationale, ground) of the visit, noting that the Embassy had been closed for 29 years but the U.S. had now taken a “sudden” interest (common concerns (in politics/business)).
The significance of the pact extends beyond the immediate regional security concerns in the Pacific. For decades (a period of ten years), China insisted it would never open a military base abroad. Then, in 2017, the PLA put into use (use, utilize, employ, implement, operate) its first foreign base in Djibouti. The Solomon Islands government said the agreement does not imply (suggest, hint, signal, implicate, say indirectly, indicate) China will build a base there. Chinese military planners have, however, made clear that further bases — for its navy — are in the works (under way, going on, happening, occurring, taking place, being done, being performed, continuing, in operation), with experts suggesting possible locations in Pakistan, Cambodia, and Equatorial Guinea (in the Atlantic). The pact does, however, relate to a second key pillar (mainstay, strength, tower of strength, bastion; backbone, support) of China’s avowed (asserted, declared, admitted, stated publicly) “peaceful rise (“China’s peaceful rise” or sometimes referred to as “China’s peaceful development” was an official policy in China under the leadership of Hu Jintao, Former General Secretary of the Communist Party of China. The term generally suggests that China seeks to avoid unnecessary international confrontation)” doctrine (principle, belief), which was, as popularised by “Panchsheel” or the “five principles of peaceful co-existence (The state of two or more different things existing/living together at the same time or in the same place)” — the “non-interference (refusal to intervene in others’ affairs)” in the internal affairs (concern, matter) of other countries. The deployment of security forces in a foreign country certainly (surely, definitely, unquestionably) does not square with (to cause something to be in agreement with something else; make compatible, make congruent, make consistent, harmonize) that idea. China has already begun to do so elsewhere, albeit (though, even though, however) on a limited scale (magnitude; degree, extent, level). Chinese media have mentioned China-Pakistan patrols (vigil, guard, watch, monitoring) in Pakistan-occupied Kashmir, while reports have suggested the deployment of security forces in Tajikistan near the Wakhan corridor (a strip/swathe of land linking two areas (particularly by a road)) that links Afghanistan and Xinjiang. China’s past commitments on military bases and non-interference were intended to show the world Beijing would not seek (try, aim, attempt) to become a global “hegemon (super power, major power)”, its favoured (preferred) term to describe the U.S. But this is less of a concern for Xi Jinping, who has made clear his view that the “East is rising and West declining” and that China should be unabashed (unashamed, audacious, fearless, unconcerned, confident, bold) about moving to the “centre stage (centre of attention, spotlight, public eye)”. The latest security pact is unlikely to be the last.
