Incomplete truce: On the Israel-Lebanon ceasefire
Israel has to pull back (पीछे हटना, वापस लौटना) troops (सैन्य बल, सेना) from Lebanon for peace to take hold
The new ceasefire (युद्धविराम, संघर्षविराम) agreement between Israel and Lebanon could help remove a major obstacle (बाधा, अवरोध) to U.S. President Donald Trump’s efforts to secure (सुनिश्चित करना, प्राप्त करना) a preliminary agreement with Iran to end the war. Last week, Iran suspended (स्थगित करना, रोकना) talks (वार्ता, बातचीत) with the U.S. in protest against (के विरोध में, विरोध स्वरूप) Israel’s escalating (increasing rapidly, growing, rising, intensifying, amplifying, mounting) war in Lebanon. In April, when Mr. Trump announced an Israel-Lebanon ceasefire, he had said that Israel was “prevented” from attacking the country any longer (अब और नहीं, अब नहीं). But Tel Aviv continued air strikes (हवाई हमला, वायु आक्रमण) and expanded (विस्तार करना, बढ़ाना) ground operations in southern Lebanon. Iran has maintained (बनाए रखना, दावा करना, दृढ़तापूर्वक कहना) that in its April 8 ceasefire with the U.S., Washington had promised that the ceasefire would come into force on all fronts (मोर्चा, युद्ध क्षेत्र), including Lebanon. Now, after Iran paused (stop temporarily, break, halt; suspend, interrupt, put on hold) talks with the U.S., Mr. Trump swung into action. He claimed (assert, state, profess, maintain, declare, affirm) that he had talked Israeli Prime Minister Benjamin Netanyahu out of his plans to bomb (attack with bombs; shell, bombard, destroy) Beirut (the capital and largest city of Lebanon) and had a conversation (discussion, talk, dialogue; exchange of views, communication, chat) with Hezbollah’s (a Lebanese Shia Islamist political party and militant group, mandated to act as a political and military force in Lebanon and resist Israeli influence) representatives (spokesperson, agent, official; delegate, emissary, deputy), who agreed “not to shoot (to refrain from firing weapons or attacking; hold fire, cease firing, stand down)”. The Israel-Lebanon ceasefire statement followed (come after, result from, be a consequence of) Mr. Trump’s announcement (declaration, statement, notification, proclamation). Mr. Trump’s firm (resolute, determined, staunch; steadfast, unyielding, unwavering) diplomatic (relating to the profession, activity, or skill of managing international relations; ambassadorial, political, tactful) intervention (involvement, interference, mediation; arbitration, conciliation, stepping in), which reportedly (supposedly, seemingly, apparently; allegedly, reputedly, ostensibly) included an expletive-laden (containing a lot of swear words or offensive language; foul-mouthed, profanity-filled, abusive) call with Mr. Netanyahu, points to (indicate, suggest, signify, denote, reveal, show) the importance he gives to the diplomatic process. Before the Lebanon crisis flared up, the U.S. and Iran were negotiating (discuss, arrange, broker, work out, agree on, settle) a memorandum of understanding (a formal agreement between two or more parties that is not legally binding; agreement, deal, accord) to reopen the Strait of Hormuz (a strait between the Persian Gulf and the Gulf of Oman, holding massive strategic importance for global oil transit) and remove the U.S. blockade (an act or means of sealing off a place to prevent goods or people from entering or leaving; siege, barrier, barricade) of Iranian ports (harbour, dock, haven; seaport, anchorage, mooring), which would set the stage for (prepare the circumstances for the beginning of something; pave the way for, lead to, prompt) negotiations (discussion, talk, diplomacy, consultation, debate, parley) on Iran’s nuclear programme.
While the ceasefire agreement is welcome (pleasing, desirable, appreciated, much needed, gratifying, refreshing), it remains (continue to be, stay, endure, persist, abide, last) fragile (delicate, shaky, weak, vulnerable, uncertain, precarious) and incomplete, leaving (result in, cause to be in a particular state) the conflict’s (war, battle, fighting, clash, dispute, confrontation) key (important, crucial, major, significant, vital, principal) problems unaddressed (not dealt with, not resolved, ignored, neglected, overlooked, unanswered). The actual fighting (combat, battle, warfare, bloodshed, hostilities) in Lebanon is between Israel and Hezbollah. The Lebanese government is not a party to the conflict and Hezbollah does not report (be responsible to, be accountable to, answer to; be subordinate to, take orders from) to the Lebanese army. But Hezbollah was not part of the negotiations. The ceasefire agreement requires (demand, mandate, necessitate, call for, insist on, command) Hezbollah to unilaterally (performed by or affecting only one person, group, or country involved in a situation, without the agreement of another; independently, solely, single-handedly) cease (bring to an end, stop, halt, conclude, terminate, finish) attacks, but it does not ask Israel to make concessions (compromise, adjustment, yielding, giving in, surrender). Hezbollah says it would stop fighting only if Israel withdraws from southern Lebanon. Israel, which has made its deepest (far-reaching, profound, extensive) incursions (invasion, intrusion, attack, raid, assault, thrust) into southern Lebanon since its 2000 withdrawal (pull out, retreat, leave, pull back, fall back, disengage), is not talking about any withdrawal plan. Israel has also broken all its ceasefire agreements in recent years. Despite (in spite of, regardless of, notwithstanding, undeterred by, completely ignoring) a truce deal, it continues to bomb Gaza (a Palestinian territory on the eastern coast of the Mediterranean Sea, frequently a focal point of geopolitical and military conflict). Mr. Trump’s announcement of a new ceasefire despite an existing (present, surviving, remaining, current) one highlights (emphasize, draw attention to, underline, spotlight, accentuate, underscore) the fragility (weakness, vulnerability, delicacy, shakiness, unsteadiness, instability) of the truce. What he is trying to do is to bring in (introduce, put forward, initiate, present, propose, cause) a stop-gap (temporary, provisional, short-term, makeshift, interim, substitute) arrangement (agreement, deal, settlement, understanding, plan, compromise) in Lebanon to push (urge, press, encourage, drive, force, persuade) his planned (scheduled, intended, projected, arranged, organized, designed) deal with Iran. But for this to work, he should get firm commitments (pledge, promise, assurance, vow, guarantee, obligation) from Israel that it would not break (violate, contravene, breach, infringe, disobey, go back on) the terms (condition, stipulation, provision, specification, requirement, clause). For a lasting (enduring, permanent, long-term, continuous, persistent, stable) truce in Lebanon, Israel has to end its illegal (unlawful, illegitimate, unauthorized, illicit, banned, prohibited) occupation (the temporary, hostile control of a territory by a foreign army without formal annexation; conquest, invasion, capture) of the south and pull back its troops.
