​Justice after extradition: On Tahawwur Hussain Rana

Rana’s extradition (प्रत्यर्पण) allows Indian prosecutors (अभियोजक) to probe his links with Pakistan

Seventeen years after the Mumbai 26/11 terror attacks, India is preparing for the trial (मुकदमा, परीक्षण) of Tahawwur Hussain Rana, who was extradited (प्रत्यर्पित करना) by the United States this week. The extradition of a co-conspirator (सह-षडयंत्रकारी) in the planning of the attacks that left 166 people dead is proof of the success of India’s counter-terror (आतंकवाद-निरोध) diplomacy (कूटनीति) with the U.S., and the tenacity (दृढ़ता) of Indian investigators. Rana was first arrested by the U.S. in 2009, as an accomplice (साथी, सह अपराधी) of David Headley, the Lashkar-e-Taiba (LeT) operative (agent, secret agent, spy) tasked by Pakistan to carry out the reconnaissance (a preliminary survey to obtain information; surveillance, investigation, observation, examination, exploration, scrutiny, intelligence) for targets in Mumbai by LeT terrorists, as well as for being a part of a plan to attack a newspaper office in Copenhagen. As Headley’s childhood friend and colleague, Rana, a Canadian-American citizen and a former Pakistan military doctor, helped plan the attacks and facilitate (आसान करना, सुगम बनाना) his multiple entries to India, including once after the attacks, according to U.S. prosecutors. While Rana was not convicted (दोषी ठहराना) for the Mumbai attacks in the U.S. trial, he was convicted for his LeT terror links and involvement in the Copenhagen conspiracy (साज़िश, षड्यंत्र), and spent some part of a 14-year sentence in U.S. prisons. His extradition will allow Indian prosecutors to put on trial (मुकदमा चलाना) one of the men charge-sheeted (आरोप पत्र दाखिल करना) in absentia (की अनुपस्थिति में) for the 26/11 attacks; to extract (obtain, get, take) more information on his Pakistan links; and to further (hasten, expedite, speed up, accelerate, step up, push; facilitate, help, assist, aid) the cause of justice (a principle, action, or movement aimed at upholding fairness, legality, and moral rightness; the pursuit or defense of what is just and equitable) after the dastardly (wicked/evil, cruel, heinous, wrongful) attacks that brought the nation to a standstill. Ajmal Kasab, the only one of the 10 LeT gunmen caught alive, was convicted and hanged (execute/kill by hanging, put to death) in 2012.

The prosecutors of the National Investigation Agency (The National Investigation Agency is a central agency established by the Indian Government to combat terror in India. It is functioning as the Central Counter-Terrorism Law Enforcement Agency in the country. The National Investigation Agency (NIA) was created following the terror attack in Mumbai on December 26, 2008. It came into being on December 31, 2008, with the passage of the NIA Act of 2008), who have followed the 26/11 trail since 2009, will now need to conduct a similar and unimpeachable (trustworthy, reliable, unquestionable, unchallengeable, dependable, blameless) time-bound (relating to a certain moment or era in time; time-limited) trial. The government would also need to investigate certain unanswered questions: including whether Rana continued to have provable links with the Pakistani military; whether there is more evidence on the extent (scope, range, magnitude, degree, limit) of Pakistan’s official complicity (collusion, conspiracy, collaboration, connivance, involvement), and why the U.S. chose to enter into a plea bargain with Headley, giving him immunity (exemption, exception, freedom, release, protection) from extradition despite a treaty (agreement, accord, pact, compact, protocol) with India. When compared to Rana, he was clearly the more provably diabolical (wicked, shocking, dreadful/terrible) and culpable (guilty, at fault, accountable/responsible for misconduct) agent for the conspiracy. It is also curious (strange/unusual, different, unconventional, surprising) that the U.S., that had been tracking Headley even before the 26/11 attacks, did not alert Indian authorities (officials, officialdom, the people in charge, the government, the administration, the establishment, the bureaucracy, the system) of his return to India for another reconnaissance operation in early 2009. It is hoped that Rana’s trial will turn the spotlight back on Pakistan, and generate enough pressure on it to cooperate in the prosecution (legal action, legal proceeding, legal case) of seven LeT terror commanders, including Hafiz Saeed who planned, trained and equipped (prepare (for a particular task/situation)) the terrorists for the attacks. To that end, Rana’s extradition is a significant step in the quest for (in the search for) justice and closure for the victims of the 26/11 attacks and their families.
