Lives and livelihoods: On perils and the Indian emigrant

India must have protocols in place (जगह में) to protect emigrants from conflicts (संघर्ष, टकराव)

In its first such confirmation, the government has conceded (admit, acknowledge, accept, recognize, agree, confess) that Indians have been recruited by the Russian Army and positioned inside the Ukrainian border in land now under Russian control. The Ministry of External Affairs (MEA) says a “few” Indian nationals had signed up ((officially) sign a contract and agree to do a job) for support jobs, as military helpers and loaders, something the government actively (सक्रिय रूप से) discourages (prevent, stop, deter, hinder, hamper, obstruct, thwart, block). It said that the Indian Embassy (An embassy is larger and more important than a consulate and is described as a permanent diplomatic mission, which is generally located in a country’s capital city. An embassy is responsible for representing the home country, for handling major diplomatic issues (such as negotiations), and for preserving the rights of its citizens abroad) had pressed (urge, push, pressurize) Russia for their “early discharge (release, acquittal, let-off, liberation)”, and denied accusations (आरोप) by the families that Indian officials (अधिकारी) had not been responsive (उत्तरदायी). Despite evidence that dozens of Indians have joined the war, lured (tempt, entice, attract, persuade, allure, coax) by online advertisements and middlemen (बिचौलिया) promising lucrative (लाभदायक) jobs, the government failed to make any statement, but spoke only after a series of reports in The Hindu, that included news of the death of a man from Surat who was hit (strike; crash into) by a Ukrainian drone-operated missile (a self-propelled/rocket-propelled weapon designed to deliver a conventional/nuclear explosive warhead with great accuracy at high speed; projectile). An early acceptance (स्वीकृति) of the problem, and more awareness drives (campaign, event) against those duping Indians may have deterred (रोकना) others from signing up and facing harm. The government must also investigate the networks of unscrupulous (बेशरम, अनैतिक) recruiters who charge high fees from Indians seeking (search for, look for, try to obtain, be in quest of, be in pursuit of) jobs abroad without fully explaining the nature of work. The truth is that even after awareness of their menial (unskilled, low-grade, routine) roles in a war zone, they have few options. Having spent their family’s savings or availed (लाभ उठाना) of loans, the men cannot return without earning some of it back.

The government must review its procedures for countries in conflict, updating the list of 18 “Emigration Check Required (Indian passport falls under two categories - ECR and Non-ECR. Applicants who have not completed their 10th grade or matriculation typically need to undergo an emigration clearance. Such applicants’ passports are categorized as ECR. Applicants holding an ECR passport must essentially undergo a verification process if they intend to take up employment opportunities overseas. The MEA’s pleas (appeal, request) to “stay away from (avoid, get out of, circumvent, elude, evade, dodge, ignore) conflict” are clearly insufficient. It is equally disturbing (upsetting, discomfiting, disconcerting, unsettling, disquieting, troubling) that the government has green-lighted (to give the approval to proceed with; approve, permit, allow, sanction, consent to, assent to) recruitment drives to other conflict zones, including, more recently, Israel, for Indian construction and elder-care workers to replace Palestinians who have been denied entry to the country since October 7. More broadly (in general, usually, commonly, generally), the numerous (many, several, scores of, various) cases of Indians travelling to dangerous zones internationally, or even undertaking (begin, start, engage in, embark on, venture on) arduous (difficult, hard/tough, taxing, demanding, onerous, laborious, back-breaking) journeys as illegal immigrants, reflect (indicate, show, display, demonstrate, represent, exhibit) the deep (intense, extreme, heavy, profound) economic distress (difficulty, trouble, hardship, adversity, poverty, deprivation, destitution, impoverishment) and job shortages in India. While there are few quick fixes ((simple) remedy, resolution, solution, panacea, antidote, silver bullet) to such entrenched ((of an idea, attitude or habit) strongly fixed and cannot be changed; ingrained, established, well established, deep-seated, deep-rooted; irremovable, indelible, ineradicable) economic issues, the government must evince (reveal, indicate, show, make clear) more empathy (affinity, rapport, understanding, sensitivity, affection, fellow feeling, sensibility, awareness, compassion) for the situation many find themselves in, putting more comprehensive (all-inclusive, broad-based; all-embracing, universal, complete, thorough) protocols in place for emigrants, and support structures (arrangement, system, framework, plan) for those in peril.
