Natural partners: On India-Belgium ties

India and Belgium are building ties (संबंध, जुड़ाव) across sectors despite (के बावजूद, के होते हुए भी) differences (अंतर, मतभेद)

In terms of (के संदर्भ में, के मामले में) size and engagement (सहभागिता, जुड़ाव), Belgium is not one of India’s most important partners. However (हालांकि, फिर भी), the visit of the Belgian Prime Minister to Delhi is part of a larger puzzle (complex context/situation, conundrum. jigsaw, mosaic, patchwork, complication) of India’s ties with European countries. These have now gained salience (महत्त्व, प्रमुखता) with focus areas for India: in economic relations, defence relations and strategic (रणनीतिक) ties. At the top of (सर्वोच्च प्राथमिकता पर, सबसे ऊपर) the agenda in talks (वार्ता, बातचीत) between Prime Ministers Bart De Wever and Narendra Modi was bilateral (द्विपक्षीय) trade opportunities once the India-European Union Free Trade Agreement (FTA) (भारत-यूरोपीय संघ मुक्त व्यापार समझौता) is signed — which is expected (अपेक्षा करना, उम्मीद करना) in December. India-Belgium trade is about $13 billion, a third of which (जिसमें से) is from over (exceeding, more than, for longer than, in excess of, beyond, above) a century of collaboration (cooperation, partnership, teamwork, alliance) in the diamond industry. Antwerp (a major port city in Belgium, globally recognized as the central hub of the international diamond trade and industry) is a global hub (the effective center of an activity; center, focal point, core, heart) for diamond trading, while Mumbai and Surat provide the biggest cutting and polishing services. However, once the EU FTA is signed, they hope to benefit from collaboration in other areas including renewable energy (नवीकरणीय ऊर्जा) and food processing; (food preparation, food production, agro-processing, food manufacturing) the Prime Ministers agreed to set (to establish or decide on something; establish, fix, decide on, determine) a target of doubling (multiply by two, increase twofold) bilateral trade (the exchange of goods and services between two nations promoting mutual economic growth) in the next five years. Despite being surrounded by friendly (amicable, allied, harmonious, cordial) European allies, Belgium has a robust (strong, vigorous, sturdy, powerful) high-tech (advanced, cutting-edge, state-of-the-art, modern) defence industry — small arms (weapons and ammunition; weapons, weaponry, firearms, armaments), drone (an unmanned aerial vehicle (UAV) or unpiloted aircraft; unmanned aircraft, UAV, unpiloted vehicle, robotic aircraft) and counter-drone (relating to systems or technology designed to detect, track, and intercept or disable unmanned aerial vehicles (drones); anti-drone, anti-UAV, drone-defense, drone-interception) technology, ammunition (a supply or quantity of bullets and shells; bullets, shells, projectiles, munitions) and naval defence (maritime security, sea defense, naval protection, fleet security) — and is keen (having or showing eagerness or enthusiasm; eager, enthusiastic, anxious, intent) to make inroads in (to begin to have a noticeable effect or to advance into a new area; make progress in, advance into, penetrate, gain ground in) the Indian market, with India seeking to diversify (expand, branch out, vary, broaden) its procurement (the action of obtaining or purchasing equipment and supplies, especially for a government or military; purchasing, acquisition, obtaining, getting) beyond (further than, or outside the range or limits of; past, further than, outside, outside the bounds of) global powers (countries with significant economic, military, political, or diplomatic influence beyond their own regions; major powers, world powers, influential states, great powers). The two sides agreed on (to reach a consensus; consent to, assent to, concur on, settle on) an MoU (a formal non-binding agreement outlining the terms and details of an understanding between parties; formal pact, treaty, accord) for co-development (joint creation, mutual development, collaborative production, shared creation) of military hardware, and signed a letter of intent (a document outlining the understanding between two or more parties which they intend to formalize in a legally binding agreement; preliminary agreement, expression of intent, memorandum of understanding, declaration of intent, initial pact) on defence cooperation. India will appoint a resident (living or staying in a place on a long-term basis to perform official duties; permanent, stationed, inhabiting, settling) defence attaché (a military expert who is attached to a diplomatic mission representing their country’s defense establishment abroad; military envoy, defense representative, military diplomat, armed forces liaison) to Brussels (the capital city of Belgium, widely considered the de facto capital of the European Union, hosting the official seats of the European Commission, Council of the European Union, and European Council), complementing (accompany, go with, complete, match) Belgium’s move (step, action, measure, initiative).

Statements by the two leaders, however, indicated that the visit went beyond the bilateral to a more geopolitical (relating to politics, especially international relations, as influenced by geographical factors; international, strategic, global-political) framing (formulation, shaping, structuring, contextualization) of strategic ties (a crucial partnership or connection between countries designed to achieve long-term geopolitical and economic goals; geopolitical bond, crucial partnership, vital link, structural connection), both bilateral as well as (in addition to; and also, along with, besides, plus) between India and Europe. At a business event, Mr. De Wever said that Europe is now realising (understand, grasp, comprehend, recognize) the truth of India’s “warnings (caution, alert, notice, hint)” on strategic autonomy (the ability of a state to pursue its national interests and adopt its preferred foreign policy without heavily depending on other global powers; self-reliance, independence, self-determination, sovereignty) from global powers and over dependence (excessive reliance, overreliance, undue dependency, extreme reliance) in trade and industrial production, in particular (particularly, specifically, exactly, expressly) referring to China. After the talks, Mr. Modi said that democratic values (a fundamental principle that guides a democracy, such as equality, freedom, and the rule of law; democratic ideal, democratic principle, democratic standard, democratic ethic), a market economy (an economic system in which production and prices are determined by unrestricted competition between privately owned businesses; free market, capitalist economy, free enterprise, laissez-faire economy), and people-to-people (involving direct contact or interaction between ordinary citizens of different countries, rather than through official governmental channels; direct, citizen-level, interpersonal, public) ties make India and Belgium “natural partners”, a theme (subject, topic, idea, essence) he has promoted this past year (the previous year, the last year, recent year, the preceding twelve months), as he has stepped up (increase, boost, escalate, augment) visits to Europe and received a number of European leaders in Delhi, in the run-up to (the period of time leading up to an important event; prelude to, build-up to, period before, advance to) his Brussels visit later this year for the FTA. It is also significant that Mr. De Wever’s visit comes in the same week that New Delhi is preparing to welcome (to greet someone arriving in a glad, polite, or friendly way; greet, receive, meet, hail) Russian President Vladimir Putin for the BRICS summit (an annual geopolitical conference attended by the heads of state or government of the member nations of the BRICS intergovernmental organization) in Delhi. The engagement with Belgium demonstrates a new maturity (the state, fact, or period of being mature (here implying geopolitical sophistication); sophistication, wisdom, advancement, development) for both European countries and India. This shows sensitivity (the quality of being careful in handling a difficult situation so as not to cause offense or problems; tact, diplomacy, delicacy, subtlety) to their respective (separate, individual, particular, own) positions on the Russia-Ukraine conflict (war, clash, hostilities, dispute), indicating that ties outweigh (supersede, offset, override, surpass) Europe’s enmity (hostility, animosity, antagonism, friction) and India’s deep (very intense or extreme; intense, profound, strong, fervent) friendship (alliance, amity, harmony, relationship) with Moscow.
