Pushkar Singh Dhami's climb

Despite losing his seat, the new CM has demonstrated a Statewide appeal (निवेदन, आकर्षण, खींचने की शक्ति)

The Bharatiya Janata Party’s decision to appoint Pushkar Singh Dhami as Chief Minister of Uttarakhand appears to be a considered (माना, सुविचारित, सुविचारित) one. He had lost the Assembly election from Khatima, a constituency that he represented twice, bringing into question (विचाराधीन लाना) his suitability (उपयुक्तता, योग्यता) to continue in the post that he came to occupy in July 2021. The reappointment for a second term is appreciation (सराहना) by the BJP leadership of his significant contribution in steadying the ship for the party within the few months he was at the helm (शिखर पर, प्रभारी). The BJP has had a rough patch (बुरा दौर, मुश्किल समय) in the hill State, and Mr. Dhami was the third Chief Minister in the last year of the previous Assembly’s five-year term. Though he lost his seat, the BJP cruised (achieve something (a goal) with ease) to a comfortable majority, the first time a ruling party retained power since the State was formed 21 years ago. By selecting Mr. Dhami, the BJP has effected (प्रभाव पड़ना, प्राप्त करना, कार्यान्वित करना) a definitive (अन्तिम, निर्णायक, स्पष्ट) generational transition (संक्रमण, परिवर्तन) in Uttarakhand. Several former Chief Ministers are around (आस-पास, इधर-उधर, चारों ओर) in Uttarakhand, and some of them were aspirants (आकांक्षी, उम्मीदवार, आवेदक) this time too. The trust (विश्वास, भरोसा) that the BJP has shown in Mr. Dhami could settle the leadership tussles (संघर्ष, लड़ाई, वाद-विवाद) in the party for sometime to come (in the future). Groomed (prepare, train, make ready) in the ABVP, and rising through the ranks (to make progress by one’s own efforts), the 46-year-old Chief Minister has earned the trust of Prime Minister Narendra Modi and the Rashtriya Swayamsewak Sangh. His initial appointment was more an act of firefighting (an act of dealing problems as they come (instead of avoiding them strategically)) by the BJP, but this time, he has earned it through performance (conduct, working, accomplishment, achievement) and the acceptability (approval, tolerability, admissibility, satisfactoriness) that he would win across the cross section (representative sample of a larger group) of the State’s populace (population, people, inhabitants, residents) despite losing from his own constituency.

As the sole (only, one, solitary, individual) commander (leader, head, controller, chief) of a State which is in a precarious financial situation, Mr. Dhami’s job is not going to be an easy one. Meeting the development aspirations (ambition, hope, goal) of the people in an ecologically (environment-friendly) fragile region poses unique challenges. The State can unlock (unfasten, open, free, throw open; make available) more of its tourism potential (possibilities, potentiality, prospects), but accompanying (attendant, coexisting, coincident, coincidental, concomitant, concurrent) environmental costs (loss, suffering, drawback, disadvantage) will have to be factored in (take something into account). A Rajput, Mr. Dhami gained the goodwill (compassion; cooperation, collaboration, friendliness, mutual support) of other communities too in his previous term. His compromise (agreement, understanding, settlement) on a government move (step, action, act, measure) to regulate the affairs (concerns, matters, activities) of the Char Dham (the four preeminent Hindu pilgrimage sites (Badrinath, Kedarnath, Gangotri, and Yamunotri) in the Himalayas in the State of Uttarakhand) — the four preeminent Hindu pilgrimage (religious journey, holy expedition, excursion) sites in the Himalayas in the State — assuaged (relieve, alleviate, soothe, mitigate, tone down, appease) the Brahmins who were miffed (displease, annoy/irritate, offend/upset) with the BJP. With the endorsement (support, backing, approval, seal of approval, mandate) of the party’s central leadership and a stable social coalition (alliance, union, partnership), he is well poised (completely composed, self-assured, well-balanced) for the moment (for now, for the time being, for the present), but that is no guarantee for the future. The 2024 Lok Sabha election will be a political test for him. He is surrounded by veterans ((long-serving) expert, seasoned, mature, established/experienced (person in an area of activity)) who might take time to adjust to the new hierarchy (pecking order, (social) hierarchy, social-stratification, (social) pyramid, totem pole, (class/social/power) structure, chain of command, line of dominance), and new aspirants. He also happens to (become of) be the first Chief Minister of the State who was not an active politician during the campaign (canvassing, electioneering, an act of soliciting (asking for/requesting) votes; an organized effort that seeks to influence the decision-making progress within a specific group) for its formation (setting up, establishment). The new Chief Minister of Uttarakhand has a great opportunity and faces great challenges.
