Quantum shift: On private industry and national research spending

The Department of Science and Technology’s (विज्ञान एवं प्रौद्योगिकी विभाग) latest figures (आँकड़ा, संख्या) on India’s research profile record (दर्ज करना, अभिलेखित करना) a milestone (मील का पत्थर, महत्वपूर्ण उपलब्धि). In 2023-24, private industry accounted for 51.8% of national research spending — a first in India’s history — overtaking all tiers of government combined for the first time. Moreover (इसके अतिरिक्त, इसके अलावा), industry now employs (नियुक्त करना, रोजगार देना) more core researchers (मुख्य शोधकर्ता, पूर्णकालिक शोधकर्ता) than government institutions. Transport firms are the largest corporate investors, followed by pharmaceuticals, biotechnology and information technology (IT). R&D spends in the transport sector, which barely registered before 2020, has roughly tripled and leads the triumvirate that includes biotechnology and IT that are counted among India’s most research-intensive (involving a high level of research and development activity and expenditure; R&D-heavy, innovation-driven, heavily researched, knowledge-intensive) industries.
Officials (officer, administrator, bureaucrat, executive) attribute (to regard something as being caused by someone or something; ascribe, assign, credit, put down to) this to a post-pandemic (existing or occurring after the COVID-19 pandemic; after the pandemic, post-COVID, subsequent to the pandemic) realisation (awareness, understanding, comprehension, recognition) that research is essential to competitiveness (edge, competitive advantage, market strength), and that may be part of the story (an aspect of a larger situation or narrative; piece of the puzzle, component of the situation, factor). Spending that was always occurring — in the foreign subsidiaries of Indian companies, and in the captive centres (an entirely owned offshore or nearshore facility that provides service or operational support to the parent company; captive unit, in-house center, dedicated offshore facility, global capability center) of multinationals (a company operating in several countries; multinational corporation, global company, transnational company, MNC) — is only now being fully captured. Some of the surge (a sudden rise, increase, escalation, jump), in other words, reflects better measurement rather than more money. Genuinely new capital (funding, finance, funds, money) is flowing (to move steadily and continuously) too — into artificial intelligence (the simulation of human intelligence processes by machines, especially computer systems; machine learning), chip design (semiconductor engineering, microchip design, integrated circuit design) and semiconductor (a solid substance that has a conductivity between that of an insulator and that of most metals, used to make computer chips; microchip material, integrated circuit base, silicon, solid-state component) fabs — though much of (a large part or amount of something; a great deal of, a significant portion of, plenty of, a lot of) that is still infrastructure building (the construction of basic physical and organizational structures and facilities needed for the operation of a society or enterprise; infrastructure development, facility construction, structural development, asset building) and may not yet belong (to be correctly placed in a particular environment, context, or category; fit in, have a place, pertain, be classified) in the R&D column. The shift will prove worthwhile if it deepens (expand, enlarge, increase, strengthen) India’s pool (a supply of resources, talent, or funds available for use) of specialised workers and its capacity for sophisticated (highly developed and complex; advanced, complex, elaborate, cutting-edge) manufacturing, carrying the economy beyond its long reliance (dependence, leaning, trust, banking) on supplying low-cost services. That depends less on how spending is recorded than on how many researchers the country can train.
