Serious escalation: On the U.S., Russia Sanctions Act and India

The new U.S. law on Russian oil imports carries more legal weight (महत्व, प्रभाव)

The U.S. Russia Sanctions Act (अधिनियम, कानून), now signed into law by President Donald Trump, and its resultant (परिणामी, परिणामस्वरूप उत्पन्न) impending (about to happen, often referring to a threatening event; imminent, approaching, looming, forthcoming) tariffs (शुल्क, आयात-कर), present (उत्पन्न करना, सामने रखना) a new and substantially (काफी हद तक) different escalation (वृद्धि, तीव्रता में बढ़ोतरी) of tensions (तनाव, खिंचाव) between the U.S. and India. The law provides the U.S. President the authority (अधिकार, शक्ति) to levy (लगाना, वसूल करना) tariffs of up to (अधिकतम, तक) 100% on countries such as (जैसे, उदाहरण के लिए) India that import large quantities of Russian oil and gas. This is more serious than the penal (दंडात्मक, दंड संबंधी) tariffs that Mr. Trump had levied earlier. The escalation last year of reciprocal (mutual, corresponding, equivalent, matching) tariffs to 50% on India’s import of Russian oil was based on (ground on, build on, found on, predicate on, establish on) an Executive Order (कार्यकारी आदेश), and could be rescinded (revoke, repeal, annul, overturn) through the same method. This latest Act has been passed (approve, enact, ratify, authorize) by the U.S. Congress (the bicameral legislature of the federal government of the United States, consisting of the Senate and the House of Representatives) and so carries (to have a particular feature, consequence, or weight; entail, involve, bear, possess, have, command) a higher order (a greater level of rank, importance, or complexity; superior degree, advanced level, elevated rank, supreme class) of legal permanence (the state of being legally enduring and binding indefinitely; lasting legality, statutory stability, enduring validity, legal continuity) and authority. Mr. Trump will have to justify (defend, substantiate, validate, warrant, vindicate) in writing to (formally communicated or documented in a textual form to someone; submitted formally to, expressed on paper to) Congress any waiver (an official exemption or forgiveness from a rule, requirement, or penalty; exemption, exception, relinquishment, renunciation, concession) he wants to provide. The 50% tariffs hit (impact, damage, devastate, affect, harm) Indian exports to the U.S. hard (strongly, severely, heavily, badly, forcefully), but the impact (a marked effect or influence; consequence, repercussion, effect, ramification) was somewhat (to some extent or in some degree; partially, slightly, moderately, relatively) mitigated (alleviate, moderate, reduce, diminish, lessen) by exporters sharing the cost (the financial burden, loss, or expense incurred in an operation or policy; expense, price, expenditure, outlay) with their American customers. That was, however (nevertheless, nonetheless, yet, though), a financially devastating (highly destructive or damaging; destructive, disastrous, ruinous, catastrophic) and unsustainable (unmaintainable, untenable, unsupportable, indefensible, fragile) bid (an effort or attempt to achieve something; attempt, effort, endeavor, try) to retain (keep, maintain, preserve, hold) customers. Sharing a 100% tariff will be impossible for India’s largely (to a great extent; mostly, mainly, primarily, predominantly) micro, small and medium enterprises (MSME) (a crucial sector of the economy comprising businesses that fall within specific limits of investment and turnover, serving as the backbone of industrial and economic growth) exporters. The 100% tariffs are also over and above (in addition to something; besides, apart from, atop, on top of) the 10% ‘forced labour (any work or services which people are forced to do against their will under the threat of some form of punishment; involuntary servitude, slave labor, compulsory labor, bonded labor)’ tariffs and the 50% Section 232 tariffs on steel and aluminium. Indian exports to the U.S. will simply (in a straightforward or absolute manner; merely, plainly, purely, absolutely) become too uncompetitive (commercially weak, non-viable, uneconomical, disadvantageous, weak, outpriced) should these new tariffs come to pass (to happen or occur; happen, occur, transpire, materialize). India has three options before it: cut (reduce, slash, lower, decrease) Russian oil imports, retain those imports and bear (to accept or endure a difficult situation or burden; endure, tolerate, withstand, shoulder) the tariffs, or convince (persuade, sway, win over, satisfy, induce, coax) the U.S. to implement (to put a decision, plan, or agreement into effect; execute, apply, enforce, enact) a low tariff using the “up to 100%” phrasing (the exact words or way in which something is expressed; wording, expression, language, terminology) of the law.

Continuing with Russian oil imports and bearing the tariffs would be a significant blow (a sudden shock, setback, or disappointment; setback, shock, disappointment, jolt) to India’s export ambitions (aspiration, goal, aim, objective) and MSMEs. The U.S. is India’s largest export destination (foreign market, export market, target market, buyer nation, receiving country, importing nation), accounting for (constitute, comprise, make up, represent) about (approximately, roughly, around, close to) 20% of its total goods exports. In any case (whatever happens or may have happened; regardless, anyway, anyhow, nevertheless), historical (past, previous, earlier, traditional, preceding, bygone) data have shown that India has usually (generally, normally, customarily, typically) complied with U.S. pressure (coercion, force, compulsion, intimidation) to cut oil imports from particular countries, including from Russia, vocal (expressing opinions or feelings freely, loudly, or confidently; outspoken, articulate, expressive, vociferous, uninhibited) claims (an assertion that something is true, often without providing proof; assertion, declaration, allegation, contention) of strategic autonomy (the ability of a state to pursue its national interests and adopt foreign policies without heavily depending on other states; self-reliance, independence, self-determination, sovereignty) aside (kept out of consideration; apart, notwithstanding, irrespective, separately). Finding other sources (origin, supplier, provider, supply point, wellspring) will be difficult. Russia accounted for more than 51% of India’s oil imports as of (beginning from or at a specified date or point in time; from, effective from, since, starting on) July 2026, while supplies through (via, by way of, across) the Strait of Hormuz (a strategically vital waterway between the Persian Gulf and the Gulf of Oman, serving as one of the world’s most critical chokepoints for global oil transit) remain constrained (severely restricted, limited, checked, curbed). India will have to chivvy (to tell someone repeatedly to do something; repeatedly urge someone to do something quickly; urge, pester, harass, nag, badger) countries such as Oman to hasten (accelerate, speed up, expedite, precipitate) their expansion (enlargement, extension) of alternative (substitute, alternate, backup) ports. The price of oil remains well above (far exceeding, way over, comfortably above, well beyond) $100 a barrel (a unit of volume for crude oil, equivalent to 42 US gallons. A standard unit of volume used for crude oil, equivalent to approximately 159 litres. (1 U.S. liquid gallon equals about 3.785 liters)), meaning (signify, indicate, imply, entail) finding favourable (advantageous, beneficial, promising, encouraging) deals (agreement, arrangement, understanding, contract) with new suppliers will be increasingly (to an increasing extent or degree; progressively, steadily, continually, persistently) difficult. Union Commerce Minister Piyush Goyal will have much to do (to have a significant amount of tasks, responsibilities, or challenges to handle; be highly occupied, face a heavy workload, be heavily engaged, have one’s hands full) during his planned trip to the U.S. at the end of this month for the G-20 Trade Ministerial (an official high-level meeting of trade ministers from the Group of Twenty (G20) member countries dedicated to discussing global trade, investment, and economic cooperation). There are still 30 days before the U.S. can levy its tariffs. India’s ability to secure (to succeed in obtaining, achieving, or protecting something; obtain, acquire, gain, procure) a low rate will be a true test (real test, genuine trial, real challenge, acid test, ultimate assessment) of Prime Minister Narendra Modi’s friendship with Mr. Trump.
