State of anticipation: on Jammu and Kashmir and Statehood
J&K should be given its Statehood (राज्य का दर्जा) without any further delay
In a resolution (प्रस्ताव, संकल्प) passed on September 28, the Jammu and Kashmir Assembly called upon (आह्वान करना, आग्रह करना) the Government of India for the “immediate and urgent restoration (बहाली, पुनर्स्थापना) of full Statehood” to the nearly (लगभग, करीब-करीब) seven-year-old Union Territory (UT) (केंद्रशासित प्रदेश). The erstwhile (पूर्ववर्ती, भूतपूर्व) State of J&K was downgraded (दर्जा घटाना) and carved out into two UTs in 2019 when the Centre decided to end the region’s close to (लगभग, करीब) 70 years of special constitutional status (विशेष संवैधानिक दर्जा). Chief Minister Omar Abdullah moved (formally propose a motion or resolution for consideration by a legislative House; propose, submit, present, put forward) the resolution with a reminder (recollection, cue, hint, indication) of the past resolutions adopted (स्वीकार करना, अपनाना) by the Assembly over (के संबंध में, के विषय में) the demand of special status. It mentioned the greater autonomy (the right or condition of self-government; independence, self-rule, self-determination, sovereignty) resolution of June 26, 2000, and the special status resolution of November 6, 2024. Other than the 29 BJP legislators (a person who makes laws; lawmaker, parliamentarian, representative, elected official), the members of the 90-member House (a legislative assembly; assembly, parliament, legislature, council) broadly (generally, mostly, largely, mainly) supported the resolution after an intense (fierce, severe, rigorous, extreme) and high-pitched (expressing strong emotion or intense feelings; loud, fierce, emotionally charged, heated) debate (a formal discussion on a particular matter in a legislative assembly; discussion, argument, dispute, deliberation) on Statehood and special status. It was a rare (not occurring very often; uncommon, unusual, exceptional, infrequent) bid (an attempt or effort to achieve something; attempt, effort, endeavor, try) by Mr. Abdullah on Statehood since he won the election two years ago. Both the ruling (currently exercising authority or in power; governing, controlling, commanding, leading) alliance (coalition, partnership, league, union) parties, the Congress, CPI(M) and Independents (a politician not affiliated with any political party; non-partisan, non-aligned member, freethinker, unaffiliated politician), as well as (in addition to; along with, besides, plus, and) the Opposition (the political parties in a legislature that are not part of the ruling government; rival parties, political opponents) parties, including the Peoples Democratic Party, J&K Peoples Conference, Aam Aadmi Party and Awami Ittehad Party extended (to offer or give something to someone; offer, give, provide, grant) their support to the demand. The Centre itself laid down a three-step path (a course of action; approach, route, direction, course) for the restoration of Statehood: delimitation (the act or process of fixing limits or boundaries of territorial constituencies; demarcation, boundary fixing), election and Statehood. The Supreme Court of India had sought the restoration of Statehood “as soon as possible (immediately, promptly, quickly, urgently)”, while Prime Minister Narendra Modi had promised the same “at the appropriate (fitting, suitable, proper, correct) time”, both in Parliament and outside it. Still (nevertheless or however; nevertheless, however, yet, even so), the wait (delay, hold-up) has been too long (lengthy, extended, prolonged, enduring) for not only the people of J&K, but for all those who value (to consider someone or something to be important or beneficial; hold in high regard, appreciate, or respect deeply) democracy and federalism (a system of government in which constitutional powers are divided between the Union and the States, with each exercising authority within its respective sphere; federal system, power-sharing system, division of powers, constitutional power-sharing. Article 246 and the Seventh Schedule of the Constitution of India provide for the distribution of legislative powers between the Union and the States).
Ideological (based on or relating to a system of ideas and ideals; doctrinal, philosophical, dogmatic, theoretical) positions (stance, viewpoint, perspective, standpoint) aside (out of consideration; apart, away, notwithstanding, regardless), the downgrading (the process of reducing someone or something to a lower rank or position; demotion, reduction, lowering, degradation) of J&K from a full-fledged (completely developed or established; fully developed, mature, complete, entire) functional (operational, working, active, running) State to a UT was unprecedented (never done or known before; unparalleled, unmatched, unheard of, unique) and unhealthy (detrimental, harmful, damaging, adverse). No doubt (certainly or undeniably; certainly, definitely, surely, undeniably), J&K went through three decades of tumultuous (turbulent, chaotic, stormy, unstable) times, as militant (combative, aggressive, radical, extremist) violence and deaths became the order of the day (the prevailing custom or state of things in a particular society or period; norm, standard, trend, commonplace). However (nevertheless, nonetheless, yet, but), the 2024 elections were an unprecedented departure (deviation, shift, change, variation) from the past. Voters in Kashmir shunned (to persistently avoid, ignore, or reject someone or something; avoid, ignore, reject, evade) boycott politics (the practice of refusing to participate in elections or political processes as a form of protest; electoral abstention, non-participation, political boycott) and J&K recorded (to register, log, or achieve a particular result; register, log, document, achieve) 63.88% voting. It was the most peaceful election with not a bullet (a metal projectile for firing from a rifle, revolver, or other small firearm; pellet) fired (shoot, discharge, let off, trigger), a first in the past (an initial occurrence or milestone over a previous period; unprecedented occurrence, initial event, new milestone, ground-breaking event) three decades, The Centre should have reciprocated (to respond to an action or gesture by making a corresponding one; return, repay, respond, match) the people’s faith (trust, belief, confidence, conviction) in the democratic (relating to or supporting democracy or its principles; representative, elected, popular, egalitarian) set-up (structure, arrangement, system, organization) by empowering (to give someone the authority or power to do something; authorize, enable, permit, entitle) the legislature (the legislative body of a country or state; parliament, assembly, senate, law-making body) they voted for. The first step in that direction (the initial action taken towards achieving a specific goal; initial move, beginning, starting point, first measure) is the restoration of Statehood. The scarred (damaged, traumatized, marked, wounded) and painful (distressing, unpleasant, upsetting, harrowing) past of J&K needs healing (recovery, mending, restoration, cure). It is high time that (it is past the time when something should have happened; it is time, long overdue, about time, past due) the Court’s direction (instruction, order, command, directive) on Statehood be respected (abide by, observe, adhere to, follow) and implemented (to put a decision, plan, or agreement into effect; execute, apply, enforce, carry out) without delay (immediately, at once, instantly, promptly). An empowered (having been given the power or authority to do something; authorized, enabled, equipped, sanctioned) legislature rather than (instead of, as opposed to, and not, in preference to) the streets, should become the space (the opportunity or room for something to happen or exist; room, opportunity, scope, capacity) for conversation (discussion, dialogue, talk) with the Centre on J&K. J&K should not be allowed to drift away (to gradually move apart, lose connection, or deviate from a course; separate, distance oneself, move apart, stray) from the federal (relating to a system of government in which power is divided between a central authority and constituent political units; federalist) and democratic process in India. To predicate restoration of Statehood on the end of militancy (the use of confrontational or violent methods in support of a political or social cause; aggressiveness, combativeness, belligerence, extremism) is, as Mr. Abdullah indicated, equivalent (equal, comparable, identical, tantamount) to giving Pakistan and its strategy (a plan of action designed to achieve a long-term or overall aim) of state-sponsored (supported, funded, or endorsed by the government of a state; government-backed, state-funded, officially supported, state-backed) terrorism a say (an opportunity for stating one’s opinion or feelings; voice, influence, input, opinion) in the matter (a subject or situation under consideration; issue, subject, affair, topic).
