Two together: on the Japanese Prime Minister’s visit to India
India and Japan did well to ring-fence their ties (संबंध, रिश्ते) from multilateral (बहुपक्षीय, अनेक पक्षों वाला) accords (समझौते, संधियाँ)
Japanese Prime Minister Sanae Takaichi’s first official visit to India turned out to be an occasion (अवसर, मौका) to signal enhanced (बढ़ा हुआ, सुदृढ़ किया गया) bilateral (द्विपक्षीय, दो देशों के बीच का) coordination in the face of (के सामने, के बावजूद) global uncertainties (अनिश्चितता, अस्थिरता). Rapid changes in geopolitics (भूराजनीति) and technological advances (प्रगति, उन्नति) are forcing all countries into fresh thinking, most consequentially (परिणामस्वरूप, फलस्वरूप) with regard to (के संबंध में, के बारे में) China. The U.S. appears (seem, look, give the impression of being) less enthusiastic (उत्साही, उत्सुक) about the Quad grouping (with India, Japan, and Australia) and is unsure (अनिश्चित, असमंजस में) of the nomenclature (नामकरण प्रणाली, नामावली) “Indo-Pacific (a geopolitical and geoeconomic concept that refers to the interconnected space between the Indian Ocean and the Pacific Ocean)” in its strategy (master plan, action plan, game plan, policy). Against this backdrop (situation, context, conditions, circumstances), India and Japan declared a joint intent (aim, purpose, objective, goal) to continue with an ‘updated’ Free and Open Indo-Pacific (FOIP) (an overarching geopolitical vision promoted by Quad nations that emphasizes freedom of navigation, rule of law, and a rule-based order in the Indo-Pacific region) posture (position, approach, attitude, stance), ring-fencing bilateral ties from multilateral arrangements. Ms. Takaichi signed at least 16 agreements and documents, including a joint statement on energy resilience (the ability to bounce back quickly from difficulties; strength, toughness, hardiness) to support bilateral cooperation along the ‘maritime (of or related to the sea; naval, marine, oceanic, nautical) energy transport value chain (a series of activities or processes that create and build value at every step; supply chain, production network, ecosystem)’. The commitments (pledge, promise, vow, obligation) to energy cooperation (collaboration between nations or entities to secure, share, and develop energy resources; power sharing, resource collaboration, fuel alliance, energy partnership) were supported by the awareness (consciousness, realization, recognition, understanding) that to play lead roles in the FOIP, the two sides should cooperate in the energy domain (field, area, sphere, realm) from South Asia to the Indo-Pacific. This concern (anxiety, worry, apprehension, fear) was also linked with the problems both sides faced (encounter, experience, confront, tackle) regarding (concerning, with regard to, with respect to, respecting) the safety of energy-carrying ships and sailors (seaman, mariner, seafarer, navigator) during the U.S.-Israel war against Iran. The two major Asian economies have a shared (common, collective, mutual, joint) interest (common concern, benefit, advantage, stake) in ensuring that the nearest energy sources in the Gulf remain accessible (reachable, available, obtainable, attainable). They have agreed to build naval (relating to the navy or warships; maritime, marine, nautical, seaborne) platforms (system, structure, networks, base) to enhance maritime domain awareness and surveillance (observation, scrutiny, monitoring, inspection).
A joint statement issued during the visit mentioned “serious concerns” about the prevailing (existing, present, current, widespread) situation in the South China and East China Seas, and Japanese officials (authorities, officers, bureaucrats, representatives) spoke to the media frankly (honestly, candidly, directly, plainly) about the need to address (tackle, deal with, attend to, focus on) the Taiwan issue peacefully. Though a planned visit to Guwahati was dropped (cancel, abandon, give up, discard), Ms. Takaichi underscored (highlight, emphasize, underline, stress, draw attention to) Japan’s attention (observation, heed, notice, consideration) to the northeastern regions of India by connecting them with “relevant partners and regional organisations” of the Bay of Bengal region. BIMSTEC was mentioned as a partner organisation for Japan. Japan has major investments in Bangladesh and Thailand, and connecting these projects, including the Matarbari port (a deep-sea port under construction at Matarbari in southeastern Bangladesh, aimed at enhancing regional trade and connectivity) in Cox’s Bazar (a coastal town and major fishing port in southeastern Bangladesh, known for its strategic location and long natural sea beach), through an ‘industrial value chain’ with India’s northeast can boost regional prosperity (success, profitability, wealth, well-being) and security. Ms. Takaichi has painted a vast canvas of cooperation stretching (extend, span, spread, reach) from India’s neighbourhood (surrounding area, vicinity, locality, region) to the Pacific Ocean to protect the India-Japan relationship from the uncertainties of the current world order (the arrangement of power and authority that provides the framework for the conduct of diplomacy and world politics on a global scale; geopolitical order), but both sides have to manage multiple other relations effectively (successfully, efficiently, well, productively) to ensure optimal (best, most favourable, ideal, optimum) outcomes (result, consequence, effect, aftermath). They have to manage their relations with China and the U.S. in such a manner that their strategic (relating to the gaining of overall or long-term military/political advantage; calculated, deliberate, tactical, crucial) interests are protected and conflicts (dispute, quarrel, clash, disagreement) avoided. It can be a path of mutual (reciprocal, shared, joint, common) learning and cooperation for India and Japan as they seek (try, attempt, aim, strive) to navigate (manage, handle, steer, direct) the global turbulence (instability, conflict, confusion, turmoil).
