Warm welcome: On the Narendra Modi U.S. state visit and bilateral ties
Narendra Modi’s visit further strengthened (मज़बूत करना) the ties between India and the United States
Rolling out the red carpet for Prime Minister Narendra Modi during his state visit to Washington, U.S. President Joseph Biden underlined (रेखांकित करना, ज़ोर देना) his belief that the India-U.S. partnership will be one of the “defining (decisive, determining, deciding; critically important) relationships of the 21st century”, one that he has had a strong belief in as U.S. Vice-President in the Obama administration (प्रशासन). The phrase mirrored (reflect, repeat, match, reproduce, imitate) the one used by U.S. President Barack Obama at the state (राज्य) banquet (प्रीतिभोज) for former Prime Minister Manmohan Singh in 2009 — one of the “defining partnerships of the 21st century” — denoting the consistent strengthening of ties over the first two decades (दशक) of the century. The visit by Mr. Modi, his first state visit to the U.S., has not disappointed votaries (a devoted follower of someone or something; adherent, supporter, advocate, champion, disciple) of the relationship. The two sides announced new deals involving high-end defence cooperation, semiconductor industry investments, and a partnership in quantum and advanced computing and AI. The deal for co-production of jet engines (an engine that is used/intended to be used for propelling aircraft) in India — White House called it “trailblazing (innovative, pioneering, path-finding)” — will involve an unprecedented (अभूतपूर्व) level of technology transfer. India’s decision to join the 11-nation mineral security partnership for critical (महत्वपूर्ण, आवश्यक) minerals, where China has a global monopoly (एकाधिकार), and cooperation on critical and emerging technologies, particularly in clean energy (स्वच्छ ऊर्जा), will strengthen future cooperation here. Finally, India’s move (कदम, क्रिया) to sign on to the 27-nation Artemis Accords (NASA, in coordination with the U.S. Department of State, established the Artemis Accords in 2020 together with seven other founding member nations. The purpose of these Accords is to establish a common vision via a practical set of principles, guidelines, and best practices to enhance the governance of the civil exploration and use of outer space with the intention of advancing the Artemis Program) for cooperation in space exploration (अन्वेषण), and the NASA-ISRO partnerships for human spaceflight (अंतरिक्ष उड़ान) will also catapult (propel, launch, send, hurl) India’s ambitions in the sphere (arena, domain, realm, field, territory, area; an area/field of activity).
It is significant that areas of discord (strife, conflict, friction, hostility, disagreement, lack of agreement, lack of harmony), such as the differences (मतभेद, अंतर) in policies towards Russia’s war in Ukraine, and confrontation (clash, fight, conflict, tussle, skirmish) with China, where New Delhi has been more diffident (shy, modest; unassertive, unconfident, unassuming, reluctant, hesitant, embarrassed, ashamed), were sidestepped (avoid, dodge, escape, circumvent). Perhaps (arguably, likely, possibly, probably, maybe) more difficult to sidestep were increasingly (more and more, steadily more, continuously more, gradually more) loud questions over the state (condition, situation, circumstances, state of affairs) of democracy and human rights (human rights are rights inherent to all human beings, regardless of race, sex, nationality, ethnicity, language, religion, or any other status) in India, which 75 U.S. members of the Congress raised in a letter to Mr. Biden. While some uber-liberal (relating to a person with extreme left-wing ideologies) Democrat ((in the US) a member or supporter of the Democratic Party (also referred to as the DEM); liberal) lawmakers (legislator, member of Parliament, member of the Legislative Assembly) took the extreme step of boycotting Mr. Modi’s address ((a formal) talk, speak, lecture, monologue, discourse, oration) to the joint session of Congress, it would be harder to ignore the pointed words from Mr. Obama in an interview the same day, on India’s minority rights. Eventually (finally, in the end, ultimately, at long last), Mr. Modi’s response, in a rare press availability with Mr. Biden, dismissed (reject, deny, refuse, decline, spurn) some misgivings (doubt, qualm, distrust, mistrust, suspicion, lack of faith/confidence) over his administration — he denied alleged (supposed, so-called, claimed, professed, reported, ostensible) discrimination (prejudice, bias/bigotry, intolerance/inequity) against minorities and a crackdown (clampdown, getting tough/severe measures, suppression) on dissent (disagreement, lack of agreement, difference of opinion, protest, opposition, disapproval). Rights issues are not a bilateral concern, and with his warm welcome, Mr. Biden made it clear he did not share the concern. If Mr. Modi wishes to address (tackle, deal with, attend to, try to sort out) public concerns, however, he may find it more effective to make the case in a press conference on his return, emphasising his belief that “if there are no human values and there is no humanity (compassion, brotherly love, kindness, consideration, tolerance, fellow feeling), there are no human rights, then it cannot be called a democracy”.
