The minority French-speaking community was relatively rich and powerful.
Out of the total population of the country, 40 per cent people live in the Wallonia region and speak French.
 In the capital city Brussels, 80 percent people speak french.

Flemish region

Between 1970 and 1993, Belgian leaders amended their constitution four times so as to work out an arrangement that would enable everyone to live together within the same country.

In Belgium, the leaders have realised that the unity of the country is possible only by respecting the feelings and interests of different communities and regions. Since social conflicts often leads to violence and political instability, power sharing is the good way to ensure the stability of political order.

The major social groups in Sri Lanka are the Sinhala-speakers (74 per cent). The leaders of Sinhala community sought to secure the dominance over the government by virtue of their majority.In 1956, an Act was passed to recognise Sinhala as the only official language, thus disregarding Tamil.

The Eighth Schedule of the Indian Constitution lists 22 languages, which have been referred to as scheduled languages and given recognition, status and official encouragement. They are:
1) Assamese, (2) Bengali, (3) Gujarati, (4) Hindi, (5) Kannada, (6) Kashmiri, (7)Konkani, (8) Malayalam, (9) Manipuri, (10) Marathi, (11) Nepali, (12) Oriya, (13)Punjabi, (14) Sanskrit, (15) Sindhi, (16) Tamil, (17) Telugu, (18) Urdu (19) Bodo, (20) Santhali, (21) Maithili and (22) Dogri.

A Panchayat Samiti (block panchayat) is a local government body at the tehsil level.
This body works for the villages of the tehsil that together are called a "development block".
The Panchayat Samiti is the link between the Gram Panchayat and the district administration.

Zila Parishad is a local government body at the district level in India.
 It looks after the administration of the rural area of the district and its office is located at the district headquarters.

Urban Local government implies the governance of an urban area by the people through their elected representatives. It is called as Municipality or Municipal Corporation.

The Mayor is the head of the Municipal Corporation
