In World Development Report 2006, brought out by the World Bank, this criterion is used in classifying countries. Countries with per capital income of Rs 4,53,000 per annum and above in 2004, are called rich countries and those with per capital income of Rs 37,000 or less are called low-capital countries. India comes in the category of low-capital countries because its per capital income in 2004 was just Rs 28,000 per annum. The rich countries, excluding countries of Middle East and certain other small countries, are generally called developed countries.

Even though India did not improve her rank, the report applauds its state policies for promoting political, social and religious aspects. Among South Asian countries, India ranks third after Maldives (84) and Sri Lanka (93). Pakistan Nepal and Bangladesh are worse than India.

The Human HDI is a composite index of outcome indicators in three dimensions:
a. A long and healthy life as reflected in life expectancy at birth.
b. The acquisition of education and knowledge as reflected in the mean years of schooling (adjusted for out of school children) and literacy rate (age 7 years and above).
c. The standard of living and command over resources as reflected in the monthly per capita expenditure adjusted for inflation and inequality.

The Per Capita Income is calculated in the US dollars because US dollar is considered as the medium of international exchange. It is accepted as method of payment across the world
