Equal treatment, freedom, Security and respect for others are non-material things. We cannot buy non-material goods but in some cases these may be more important than more income or more consumption because material goods are not all you need to live. 

Money can buy us only material things but the quality of our life also depends on non- material things like equal treatment, freedom, security, respect of others, etc.which money cannot buy.

National development implies development of a nation as a whole. It can be best defined as the all-round and balanced development of different aspects and facets of the nation viz. political, economic, social, cultural, scientific and material. Under national development, only those programmes and policies are implemented which would benefit a large number of people.

Per capita income or average income measures the average income earned per person in a given area (city, region, country, etc.) in a specified year.It is calculated by dividing the area's total income by its total population. Per capita income is often used to measure a country's standard of living.

Literacy rate measures the proportion of literate population of people in the seven and above age group. The literacy rate in India is comparatively low in comparison to other countries because of inadequate provision of education facilities and lack of awareness among the people about the importance of education.

The Human Development Index is a statistic of life expectancy, education, and per capita income indicators, which are used to rank countries into four tiers of human development.

Sustainable development means that development should take place without damaging the environment, and development in the present should not compromise with the needs of the future generations. Humanity has the ability to make development sustainable—to ensure that it meets the needs of the present without compromising the ability of future generations to meet their own needs.

The Government of India established the NITI Ayog to attain the sustainable development goals which implements the required changes.

Both the countries have equal per capita income but A has more equitable distribution of income while in B most of the income is concentrated with person V. Therefore in case of country A all citizens would be happy, however in case of B only person V will be happy. 

Income is the most important goal for an individual. since money helps an individual to buy goods and services and all the things, essential for survival. Apart from money none of the given things could buy goods and services.
