It was Peter Drucker who proposed goal setting approach to performance appraisal which he called 'Management by Objectives and Self Control'. Drucker was an African born-American management consultant as well as an educator. According to him, organizational goal can be achieved by setting specific objectives and self-control.

Staffing function is the most important managerial act along with planning, organizing, directing and controlling. The operations of these four functions depend upon the manpower which is available through staffing function.

Steps of management includes: planning, organizing, staffing, directing and controlling. Next step in the management process after organizing is staffing. Staffing refers to a process of recruiting people at the right time, at the right place for the suitable job position according to the capability.

The staffing function is a very important function of the management due to the following reasons:

• Staffing helps in discovering and obtaining competent personnel for various jobs. 
• The increasing size of the organization.
• Advancement of technology.
• It helps in the optimum utilization of the human resources. 

It is the process of increasing the knowledge, skills and abilities of employees for doing a particular job. It aims to enable the employee to do the job better.

Employment function includes placement. Placement refers to the process of appointing a person to a position.

Publicity is the movement of information to the general public from the media.

Selection is the process of Identifying and choosing best candidate.

It refers to choosing the most suitable candidate to fill the vacant job position. The selection is done through different tests, interviews etc.

The basic purpose of development is to enable the overall growth of the employees. The duration of development is long. It creates better human beings. Thus we can say it is an ongoing process and includes training.

Training and development are integral parts of the HR function of management. Training and development are conducted to increase the efficiency of the employees of the organization and thus it helps them to achieve organizational goals.
