The District Panchayat also known as the District Council or Zilla Parishad is the third tier of the Panchayati Raj system. 

It is a 3 tier system comprising: Gram Panchayat at the village level. Panchayat Samiti at the block level. Zila Parishad at the District level.

After India achieved independence, a formal model of planning was adopted, and accordingly the Planning Commission, reporting directly to the Prime Minister of India, was established on 15 March 1950, with Prime Minister Jawaharlal Nehru as the chairman.

The Planning Commission was abolished on 13 August 2014 and NITI Aayog was formed in its place.

Though planning, cooperative farming self-sufficiency were ideas that were introduced in the early phase of India's development policy, Liberalisation came much later in year 1991.

The Prime Minister of India is the chairman of NDC. The composition of the National Development Council comprises the Deputy Prime Minister, Central Ministries, Chief Ministers, and other members.

Participatory development has taken a variety of forms since it emerged in the 1970s, when it was introduced as an important part of the "basic needs approach" to development.

As in the USSR, the Planning Commission of India opted for five-year plans (FYP). The idea is very simple: the Government of India prepares a document that has a plan for all its income and expenditure for the next five years.
