The verb in the original sentence, i.e., 'has organised', is in present perfect tense. In passive voice, the verb becomes 'has been organised'. This is indicated in option D, which is the correct answer. 
    Options A and B: The verb, 'had organised' is in past perfect tense. The verb, 'has been organizing' is in present perfect continuous tense.  These options are incorrect as the original sentence, which is in present perfect tense, has been modified in these options. 
    Option C: This option is incorrect as the original sentence has not been completely reported. Instead of mentioning, that 'the dinner has been organised in honour of Miss. Chandigarh', it simply mentions that 'the dinner has been organised there'. Hence, this option is incorrect.
