    There are three articles. 'A' and 'an' are indefinite articles, 'the' is definite article.
    'A' is used before words having consonant sound as the first heard sound when pronounced. 
    'An' is used before words having vowel sound as the first heard sound when pronounced.
    No article is used before plural countable nouns and before proper nouns.
    'The' is used before definite and specific things, ordinal numbers, superlatives etc.

    The blank here is preceded by the word 'city'.  'City' is a specific one and not any city because the speaker is asking for the specific distance from the place where they are at that time. Therefore, Option C - 'the' is the suitable option to fill in the blank.
    Option A - 'a' and Option B - 'an' both are not suitable here because these articles are used before general things and not before the things which are definite or specific.
