    News Item dated January 2018: India, Vietnam hold first-ever military exercise.

    For the first time, armies of Vietnam and India held a six-day-long military exercise in Jabalpur, Madhya Pradesh, reflecting the growing defence ties between the two countries. It is the first military exercise between the two countries, a senior army official said here. The exercise, christened 'VIBIND' continued for six days.
     
    Coast Guard ships Shaurya, Arnvesh, and interceptor boat C-431 along with Dornier aircraft and Chetak helicopter participated in the joint military exercise. The exercise aimed at letting the two countries get familiar with each other's abilities and strengthening the working level relationship to rescue lives at sea. The exercise was conducted under the supervision of Commander Coast Guard Eastern region, General Paramesh Sivamani and was witnessed by Major General Nguyen Van Son, Vietnam Coast Guard Commandant.
     
    India and Vietnam had signed a protocol on defence cooperation in the year 1994. The partnership between the two countries was thereafter elevated to a strategic level in 2007, and a pact on boosting bilateral defence cooperation was inked in 2009. The strategic partnership was elevated to a comprehensive strategic partnership in September 2016.

    News Item Dated February 2018: Singapore introduces 'Carbon Tax.'
    Singapore in February 2018 revealed plans to introduce a 'Carbon Tax' from 2019 that will see large emitters charged for the pollution they release into the atmosphere. The tax rate will start in 2019 at US$5 (US$3.79) a tonne, before then ramping up after 2023 with the aim of hitting US$10-$15 (US$7.50-$11.37) by 2030. Announcing the plans in his budget speech, the city-state's Finance Minister Heng Swee Keat said that the tax would apply to companies or facilities producing more than 30,000 tonnes of greenhouse gas emissions a year.

    "Singapore produces fewer carbon emissions per dollar of GDP than most countries," Swee Keat said in his budget speech, according to AFP. "We intend to reduce our emissions intensity further to make a bigger effort to combat climate change."
     
    The move will mainly impact Singapore's chemicals, refineries, and semiconductor companies, and should encourage companies to make their day to day operations more energy efficient, Swee Keat added. But the planned Singapore tax is still well below the €30 (US$37) per tonne climate scientists and economists believe is necessary to cover the environmental costs of pollution.
