Given: b = ℓ – 3
Now,
Perimeter = 2 (ℓ + b)
18 cm = 2 (ℓ + ℓ – 3 cm)
18 cm = 2 (2ℓ – 3 cm)
18 cm = 4ℓ – 6 cm
24 cm = 4ℓ
∴ ℓ = 6 cm
b = 3 cm
Ratio of b to ℓ = 3 cm : 6 cm = 1 : 2
