CBSE Releases New LOC Submission Rules for 2025-26 Board Exams

The Central Board of Secondary Education (CBSE) has released important guidelines related to Class 10 and 12 board exams for the academic year 2025-26.
These include rules for submission of LOC (List of Candidates) for students and schools, two-board exam policy, APAAR ID linking, fee details and provisions for students with special needs (CwSN).
LOC is an online process in which schools send the list of students' names and subjects to CBSE.

Only those students can appear in the board exams whose name is included in the LOC.
The LOC process has to be completed between September 2025 and October 2025.
CBSE has clarified that all affiliated schools will have to fill the List of Candidates (LOC) of the students on time. It is mandatory to enter the personal information, subject combination and exam related details of the students correctly in the LOC. If any kind of mistake is found, the school itself will be responsible for it.
The main objective of CBSE's new policy is to make the examination system transparent and digital platform. From this time, digital identity (APAAR ID) has been included to make the academic identity of the student more secure. Along with this, the rules related to deadlines and fee payment in the examination process have been made more strict.
The board has made APAAR ID (Automated Permanent Academic Account Registry) mandatory for students from the year 2026. This will be a permanent academic identity number, in which all the academic information of the student will be stored digitally. This will not only bring transparency in the examination process but the records of the students will also be easily available in future.
CBSE has already clarified the examination fee structure. It will be mandatory for students and schools to pay the fees within the stipulated time limit. The option of paying late fees will also be available, but an additional fee will be charged for this. This step has been taken to ensure timely fee collection and better preparation for the exam.
Special Guidelines for CwSN Students
CBSE has issued special provisions for Children with Special Needs (CwSN) students. These include:
- Extra time in exams
- Scribe facility
- Simple question paper format (where necessary)
- Alternative assessment methods
These facilities aim to provide equal opportunities to students with special needs and help them take the exams with confidence.
