CBSE's Three-Language Rule for Class 9 Challenged: SC Hearing Scheduled Next Week

A new three-language policy introduced by CBSE for Class 9 students is now before the Supreme Court of India. A public interest litigation regarding this issue was brought up in the Supreme Court of India by Senior Advocate Mr. Mukul Rohatgi, and it has been stated that sudden imposition of new languages might create confusion among students.

Supreme Court has accepted this case for hearing in the coming week.

What Did Rohatgi Argue?

The practicality of implementing such a policy in case of students who were close to appearing in board examinations raised doubts in the mind of Rohatgi. He said before the Court, "I do not know how a student of Class 9 can suddenly take two more languages and give exam in 10th."

He described the step taken by the CBSE as one which would lead to chaos for students, their schools, and parents. He requested the Court to treat the issue urgently since it was concerned with lakhs of students from CBSE.

The Chief Justice remarked, "We will take it next week."

What is CBSE's New Three-Language Policy?

It was CBSE's announcement made on 15 May that started creating quite a stir – it introduces the new three-language policy for pupils entering ninth grade. As of July first, 2026, i.e., the start of the next summer period, this document is going to be implemented by educational establishments in question.

Under this approach, one needs to study three languages known as R1, R2. These languages make up the core curriculum. Moreover, two of these languages should necessarily be based on India's linguistics due to the importance of local speech. In case one of these languages is chosen to be a world language, the other two have to be native. Alternatively, it may also serve as the fourth optional language for students.

There is something peculiar in this case – the third language (R3) will not be assessed via the board examinations at all; instead, it is going to be evaluated on the school's level.

Concerns

These changes have created multiple questions regarding practicality among educational professionals and parents. Among these worries one may name:

  • Will it be possible to integrate a new subject in the schedule?
  • Is there enough staff capable of teaching foreign languages in all CBSE schools?
  • Will it be possible for students to cope with a new language in so little time?
  • Are schools from less fortunate regions able to implement the new requirements?
  • Given how close the beginning of classes is, many feel there is not much time left.

What Will Happen Next?

Next week is likely to see a hearing on the matter depending on the schedule of the justices.
