NPSC, also known as The National Progressive Schools' Conference is a body of over 120 private schools in Delhi who has written to CBSE to express the concerns about the DoE’s revised promotion policy for students in classes 9th and 11th.

According to the Directorate of Education revised promotion policy issued on Friday, promotions of students will be based on marks obtained in the mid-term (term-1), annual (term-2) tests, additionally the score received in internal assessment, practical examination or all taken together. The revised policy issued by DoE is an extension of the 2020-2021 promotion policy.

NPSC Chairperson Sudha Acharya Wrote

"As per the revised promotion policy, a max of 15 grace marking can be given to a student to reach to the minimum of 33% marks in one or any number of subjects. 

"Hence, if a student secures 18 out of 100 in their aggregate (including theory and practical internal assessment), then by giving 15 grace marks it will make students eligible to be promoted to the next standard," 

"Also, as per the rules, a student who will fail to secure 33% marks is eligible to appear in the compartment examination for all the subjects in which a student has failed to secure min 33 per cent. 

Reason to Worry

"The reason to worry is that awarding compartment examination in all the subjects will be equal to re-examination. 

It will also not be appropriate to measure how much knowledge the student has actually gained and it will further widen the learning gap that has already been created during two long years of the COVID pandemic,”

Chairperson further stated that the provision for such a low target for promotion under the revised policy will be highly demotivating for teachers and students. 

They will lack the inspiration to set milestones. Students will hardly appreciate the true worth or value of education in such a relaxed system and teachers will be unable to set milestones for students.
