Old values, new avenues: On India-Poland ties
Old values, new avenues: On India-Poland ties
India and Poland have no conflict (संघर्ष, टकराव), but are pulled apart (अलग कर देना, विभाजित कर देना) by other nations
Sixteen years after his visit as Poland’s Prime Minister, Donald Tusk’s travel to Delhi and Bengaluru last week was to signal (संकेत देना, दर्शाना) a renewed (revived, re-established, restored, rekindled) desire to work closely with India. Mr. Tusk’s visit, two months ahead of (से पहले, के पूर्व) Prime Minister Narendra Modi’s trip to Brussels (the capital city of Belgium, which serves as the de facto administrative capital of the European Union (EU) and is often used as a metonym for its institutions) to sign the India-European Union (EU) Free Trade Agreement (मुक्त व्यापार समझौता), indicated one part of his agenda. Both sides agreed that it was time to develop trade, currently worth just $6 billion, to double (दोगुना करना) its size by 2030. Mr. Tusk’s last visit to India was in 2017, as President of the European Council (यूरोपीय परिषद) for the EU-India summit (शिखर सम्मेलन, उच्चस्तरीय बैठक), and it is fitting (उपयुक्त, उचित) that his trip was just as the FTA is finalised and ratified (to formally approve, confirm, endorse, sanction) after years of delays. Another area (क्षेत्र, कार्यक्षेत्र) of increased India-Poland collaboration (सहयोग, साझेदारी) is in technology, AI (कृत्रिम बुद्धिमत्ता) and defence hardware, critical minerals (महत्त्वपूर्ण खनिज, रणनीतिक खनिज), renewable (capable of being naturally replenished (refilled) over time, rather than permanently depleted by use; replenishable, replaceable, restorable, regenerative) and nuclear energy (the energy released during nuclear fission or fusion, particularly when utilized to generate electricity; atomic energy, nuclear power, atomic power, radioactive energy) given Poland’s expertise (skill, knowledge, proficiency, mastery) in the last few decades (a period of ten years; ten-year period, ten years) and India’s capacity for scale (for expansion, for magnitude, for bulk). As the EU’s sixth largest economy, Poland has officially (formally) crossed (exceed, surpass, transcend) the $1 trillion GDP (nominal terms) milestone (landmark, breakthrough, turning point, watershed). Its $120-billion-dollar tech economy is also gaining global interest (widespread attention, concern, or curiosity from countries and people around the world; worldwide attention, universal appeal, international focus, global attention). A large part of Polish machinery (equipment, apparatus, hardware, gear) and parts is exported to Germany, which in turn (in succession or as a result of something else; consequently, as a result, subsequently, therefore) has a growing (expanding, increasing, rising, multiplying) share of Indian imports, and India could consider more trilateral (involving three parties or countries; tripartite, three-way, three-sided, three-party) collaborations for manufacturing and mining (the process or industry of obtaining coal or other minerals from a mine; extraction, excavation, quarrying, unearthing) technology. The two sides agreed to establish (set up, found, institute, form) a “Defence Industry Dialogue (a proposed formal bilateral framework for regular discussions between India and Poland aimed at enhancing cooperation, manufacturing, and technological exchange in the defense sector)” and explore (examine, investigate, look into, probe) a dialogue (discussion, conversation, talk, exchange) on counter-terrorism (political or military activities designed to prevent or thwart terrorism; anti-terrorism, counter-insurgency, anti-extremism, security measures) cooperation. Finally, the Modi-Tusk talks (negotiations, discussions, dialogues, meetings) focused on (to concentrate attention or effort on a particular subject or thing; concentrate on, zero in on, center on, highlight) geopolitics (politics, especially international relations, as influenced by geographical factors; international relations, world politics, international affairs, statecraft), particularly the ongoing (continuous, continuing, in progress, unceasing) war in Ukraine. The war’s impact (a marked effect effect, influence, consequence, repercussion), especially on the Global South (a term broadly referring to the regions of Latin America, Asia, Africa, and Oceania, generally characterized by developing economies and a shared colonial history; developing nations, the Third World, post-colonial states), has been a concern (a matter of interest or importance to someone, often causing anxiety; worry, anxiety, apprehension, unease) for India, and the Modi government’s initiative to work on an agreement acceptable (satisfactory, adequate, reasonable, tolerable) to Kyiv and Moscow (the capital city of Russia, often used metonymically to refer to the Russian government or its leadership) on grain (wheat or any other cultivated cereal used as food; cereal, corn, seed, crop) exports and seafarers’ (a person who works as a sailor, especially on a merchant ship; sailor, mariner, seaman, navigator) safety was discussed. The four-pronged (having four distinct parts, elements, or aspects; four-part, four-way, four-sided, fourfold) plan, announced by External Affairs Minister S. Jaishankar during his September visit to Warsaw, won Mr. Tusk’s support.
At the India-Poland Business Forum in Bengaluru, Mr. Tusk, who was accompanied (go with, travel with, escort, follow) by a Polish business delegation (a group of representatives or envoys from various companies traveling together to a foreign country to promote trade and economic ties; trade mission, commercial deputation, corporate contingent, trade delegation), said the challenge now was in “translating (change, turn, convert, transform)” the talks and MoUs signed into actual joint ventures (a commercial enterprise undertaken jointly by two or more parties which otherwise retain their distinct identities; partnership, consortium, syndicate, alliance) between businesses (company, enterprise, firm, corporation). Apart from (in addition to or besides; as well as, besides, other than, excluding) the distance and geographies (the physical features, location, and characteristics of a region; terrain, landscape, topography, environment), there is the matter of trust (an issue or situation that entirely depends on reliability, confidence, and mutual faith between parties; issue of confidence, question of reliability, test of faith, matter of belief), given India’s defence engagement (military interaction, cooperation, or diplomatic communication between the armed forces of different nations; military cooperation, strategic interaction, defence collaboration, military diplomacy) with Russia and Poland’s defence ties (संबंध, जुड़ाव) with Pakistan. Poland is credited (to publicly acknowledge someone as a participant in or responsible for an action or achievement; attribute, ascribe, assign, accredit) with training Pakistan’s Air Force in its early years; a mutual (shared, common, joint, reciprocal) defence cooperation agreement was signed in 2018. India has a unique and enduring (durable, lasting, long-lasting, abiding, permanent) partnership with Russia, and New Delhi is unlikely (improbable, doubtful, dubious, questionable) to accept Warsaw’s strictures (restriction, constraint, limitation, restraint) over (about, regarding, concerning, with respect to) its military engagement and exercises (a military drill or training maneuver; maneuver, drill, operation, training) with Russia that caused a controversy earlier this year during the Polish Foreign Minister’s visit. It is essential for Delhi and Warsaw (the capital city of Poland, often used metonymically to refer to the Polish government or its leadership) to complete the confidentiality (secrecy, privacy, non-disclosure, discretion) of classified (secret, top-secret, restricted, confidential) information that is still being negotiated (to try to reach an agreement or compromise by discussion; discuss, debate, broker, mediate) and draw up (to prepare a plan, agreement, or other document in detail; prepare, formulate, draft, compose) the parameters (a limit or boundary which defines the scope of a particular process or activity; framework, boundary, limit, guideline) of future cooperation based on (found on, build on, ground on, root in) realities (the state of things as they actually exist, as opposed to an idealistic or notional idea of them; truth, actuality, fact, verity). Mr. Tusk’s statement (declaration, announcement, assertion, remark) that India and Poland today have no “conflicts of interest” is a significant aspiration (a hope or ambition of achieving something; ambition, goal, aim, objective), for two countries that share old values, and new avenues of partnership.
