What Is LOC Submission?
LOC stands for List of Candidates. It's the official process through which schools register students for the Phase 2 board exam. No student can appear in Phase 2 without their school completing this process on their behalf. CBSE has made LOC submission compulsory for every student wishing to appear in Phase 2.
CBSE wants two key details from each school — the total number of students opting for Phase 2, and the number of subjects each student is choosing for improvement.
Who Is Eligible for CBSE Phase 2 Exam 2026?
Eligible Students
Students who appeared in the first board exam and want to improve their marks are eligible. Compartment category students, students appearing for their first or third chance compartment exam, students who passed Class 10 using a sixth subject replacement, UFM Category 1 students if separately deemed eligible, and sports quota students with prior written CBSE approval are also eligible.
Not Eligible Students
Students who were absent in three or more subjects in the first board exam are not eligible. Students placed under the Essential Repeat (ER) category are also not eligible. Students who wish to change their subject — except in specific cases pre-approved by CBSE — cannot appear in Phase 2.
Key Rules to Remember
| Rule | Details |
|---|---|
| Maximum Subjects for Improvement | Up to 3 subjects |
| Maths Option Change Allowed | Standard to Basic or Basic to Standard |
| Other Subject Changes | Not permitted |
| LOC Corrections After Submission | Not allowed |
| CWSN New Registration | Not accepted at Phase 2 stage |
| ER Category Students | Not eligible |
| If Absent in Phase 2 | Phase 1 result will be treated as final |

Note: There's a small discrepancy in some official communications between ₹300 and ₹320 per subject for India-based students. Always verify the exact amount on the official CBSE portal at the time of payment.
Payment Modes Available: Students in India can pay via Debit Card, Credit Card, UPI, or Net Banking. Students in Nepal and other countries can use Debit Card, Credit Card, or SWIFT transfer.
Additional Important Points
Students who didn't appear in the first board exam can still apply for Phase 2 and pay the exam fee. Students who are already registered only need to pay the fee. If a student doesn't want to appear in Phase 2, they can withdraw their name. Compartment students must submit their LOC afresh — their previous registration doesn't carry over automatically.
CBSE also issued a separate notice for private candidates wishing to appear in the Class 10 Phase 2 board exam 2026. Students from the 2024-25 session placed in the compartment category — including those who didn't appear earlier — have been allowed to apply for a third attempt.
Guidelines for School Principals
CBSE has issued specific responsibilities to school principals to ensure Phase 2 runs smoothly.
Principals must clearly communicate eligibility rules and exam guidelines to students and parents before the LOC window opens. They must advise students to opt for Phase 2 only when there's a genuine need to improve marks. Principals must also walk students through the LOC submission timeline and fee payment process. Schools must inform students that exam centres for Phase 2 may be limited and are not guaranteed to be close to the student's home or school.
How to Submit LOC — Step-by-Step
