NEET Merit List 2023 is released by the National Testing Agency (NTA) based on the NEET 2023 scores of candidates who have opted for 15% All India Quota (AIQ) seats. The NTA then forwards the merit list to the Directorate General of Health Services (DGHS), Ministry of Health and Family Welfare, which provides the same to the Medical Counselling Committee (MCC) for conducting the 15% AIQ NEET Counselling. MCC allocates seats for various medical colleges based on the ranks and scores obtained in NEET 2023.
NTA follows specific Inter-se Merit List Tie Breaker Criteria for assigning ranks in NEET 2023. As per this criterion, there is no candidate with All India Rank (AIR) 2, and instead, two candidates share the AIR 1 position.

In the event of two or more candidates securing the same marks in the NEET entrance exam, specific tie-breaking criteria will be applied to prepare the NEET All India Merit List 2023. This year, the age criteria and application form number, which were used as a last resort in the previous year, have been removed.
The following rules will be used to break the tie:
- Higher marks in Biology will be given priority.
- If the tie persists, higher marks in Chemistry will be given priority.
- Higher marks in Physics will result in a higher rank.
- If the tie still remains, the candidate with a lesser proportion of attempted incorrect and correct answers will be given priority in the rank list.
- Next, the candidate with a lesser proportion of attempted incorrect and correct answers in Biology will be given priority.
- If the tie persists, the candidate with a lesser proportion of attempted incorrect and correct answers in Chemistry will be given priority.
- Finally, the candidate with a lesser proportion of attempted incorrect and correct answers in Physics will be given priority in the rank list.
NEET Merit List 2023:
- All India Merit List: The NTA will release the All India Merit List, which includes the rank numbers and names of all candidates who appear for NEET 2023. This list will not consider the candidate's category or their eligibility for the AIQ reservation.
- All India Quota Merit List: The AIQ Merit List will display the test takers who are selected for the AIQ 15% reservation. Candidates who wish to independently claim eligibility must submit an online self-declaration, which will be printed along with the confirmation page and must be submitted during counselling.
- State Merit List: State medical councils will prepare their own merit lists based on various factors, such as the applicant's eligibility according to their domicile requirements. This list will indicate the state rank of candidates on a comparative scale with applicants from the same state.

NEET Merit List 2023 For 15% AIQ Seats
To be eligible for All India Quota admissions, candidates must qualify NEET 2023 by scoring equal to or higher marks than the NEET 2023 cutoff. The merit list for All India Quota will include the same number of names as the available seats. Counselling for these candidates will be conducted based on their All India Quota Rank.
- In addition, a waiting list will be prepared, consisting of approximately four times the number of names on the merit list. This will be done if deemed necessary by the Director General of Health Services (DGHS).
- Candidates aspiring to take admission in AFMC (Armed Forces Medical College) must submit a separate application on the AFMC website, as they will conduct a second screening process.

- For the allocation of 85% state quota seats, individual state authorities are conducting separate counselling sessions. It is essential for candidates to pass NEET with the minimum cutoff percentile in order to be eligible for admission under the 85% state quota seats.
