NEET UG 2025: MCC Issues New Guidelines for PwBD Candidates – Check Official Notice

The Medical Counselling Committee (MCC) has released new guidelines for PwBD (Persons with Benchmark Disabilities) candidates for NEET UG 2025. Now, candidates seeking admission under the PwBD quota in medical courses like MBBS will be required to obtain a fresh disability certificate from one of the 16 centres recognised by the MCC.
This rule has been implemented as per a Supreme Court judgment and updated guidelines of the National Medical Commission (NMC) to ensure fair and work-based assessment of disability.
What is new in NEET UG 2025 for PwBD?
Now all PwBD candidates will have to undergo a fresh disability assessment by visiting one of the 16 centres approved by the MCC.
The assessment will now be based on functional abilities, not just percentages, such as mobility, use of hands, writing, comprehension, etc.
The certification will be valid only for the 2025-26 academic session.
On what basis were the MCC rules changed?
These rules have been implemented after the Supreme Court's decision in the Om Rathore vs Government of India case.
NMC has adopted the work-based assessment model, which is based on the Rights of Persons with Disabilities Act of 2016 and the notification of the Ministry of Social Justice in March 2024.
Eligibility Conditions for PwBD Quota
Candidates eligible for PwBD quota must fulfil the following conditions:
- Must have qualified NEET UG 2025.
- Have a valid UDID card (yellow category or above) issued by DEPwD.
- Submit self-certification form (Appendix A–F) as per disability category.
- Undergo medical assessment at one of the 16 designated centres of MCC.
Only candidates certified by these centres will be allowed to opt for PwBD seats of All India Quota (AIQ).
Required Documents
PwBD candidates must carry the following documents while visiting the Disability Certification Centre:
- NEET UG 2025 Result
- Valid UDID Card (Yellow Category or above)
- Self-Certification Form (Appendix A)
- Affidavit matching the disability (Appendix B–F)
Functional Assessment Process
The medical board will evaluate the natural abilities of the candidate like – hearing, speaking, walking, use of hands etc.
- Candidates have to bring their own assistive devices like LVA (Low Vision Aids).
- Specific affidavits have to be given for conditions like mental health, thalassemia, hemophilia etc.
What to do for State Quota?
If you are applying for a PwBD seat of state quota (85%), then the certificate can be obtained from a board recognized by the state government.
But the state also has to follow the function-based assessment guidelines of NMC.
