NEET UG 2025 counselling will be conducted on the Medical Counselling Committee website mcc.nic.in. Eligible candidates will have to register, pay fees and fill college preference. NEET UG 2025 counselling is conducted by MCC for 15% All India Quota (AIQ) and 100% seats in institutes like BHU, AMU, JMI, ESIC. It has three rounds, followed by a stray vacancy round. State counselling is for 85% government and 100% private medical college seats. The counselling process is based on NEET 2025 rank.

NEET Counselling 2025- Who is Eligible?
- Eligible Jammu & Kashmir candidates can also apply for All India NEET Counselling.
- Candidates fulfilling the state wise eligibility and domicile criteria can participate in their state's NEET counselling 2025. Other state candidates can apply for Management Quota and NRI seats.

How to Register for NEET Counselling 2025
NEET UG 2025 counselling will have a total of four rounds:
- Round 1 Counselling
- Round 2 Counselling
- Round 3 Counselling
- Stray Vacancy Round
Note: No seats are returned to the states after Round 2.
Steps of NEET counselling process:
Step 1: Register on the NEET counselling portal and pay the fees including security amount.
Step 2: Fill in your college and course preferences and lock them.
Step 3: Seat allotment result will be released by MCC.
Step 4: Report to the allotted medical or dental college.
Step 5: If any seats remain vacant, they will be published for the next round.

Documents Required for NEET Counselling 2025
The following documents are mandatory to carry during NEET counselling:
- NEET 2025 Admit Card
- NEET Scorecard or Rank Letter
- Class 10th Certificate and Marksheet (for date of birth proof)
- Class 12th Certificate and Marksheet
- Valid Identification Proof (Aadhaar Card/PAN Card/Driving License/Passport)
- 8 Passport Size Photographs (Recent)
- Provisional Allotment Letter
- Caste Certificate (for SC/ST/OBC/EWS, if applicable)
- Disability Certificate (if applicable)
Additional documents required for Deemed Universities (for NRI/OCI candidates):
Sponsor passport copy and embassy certificate
Sponsor Affidavit – agreeing to bear the expenses for the entire duration of studies
Relationship Affidavit – to show the relationship between the candidate and the sponsor
NEET UG 2025 Admission Process: Step-by-Step Guide
The NEET UG 2025 counselling process will be conducted by the Medical Counselling Committee (MCC) for 15% All India Quota (AIQ) and some other institutes seats in online mode at mcc.nic.in. Below is the complete counselling process for AIQ:
Step 1: NEET Counselling 2025 Registration
Candidates need to register for NEET counselling by visiting mcc.nic.in.
While registering, these details will be required:
- NEET Roll Number
- Registration Number
- Candidate Name
- Mother's Name
- Date of Birth
After this, the counselling fee and security amount has to be paid through credit/debit card.

Step 2: Choice Filling and Locking
- Candidates should first create a dummy sheet in which they should list their preferred college and course (MBBS/BDS).
- Then login to the MCC portal and enter and lock the choices.

Step 3: NEET Seat Allotment Process
- MCC will release the seat allotment result based on the choices and NEET rank as per the allocation algorithm.
- Candidates have to login to the MCC portal and download the seat allotment letter.

Step 4: Reporting at the allotted college
- After getting the seat, the candidate has to report to the respective college along with the documents.
- Reporting in the first round is not mandatory, but it is better to report to upgrade or confirm the seat.
- Reporting in round 2 is mandatory, otherwise the security deposit may be forfeited.

NEET UG 2025: Round 1, 2, 3 and Final Stage Counselling Process
NEET UG 2025 counselling will be conducted by MCC and state authorities in 4 stages – Round 1, Round 2, Round 3 and Stray Vacancy Round. Candidates have to register, fill choices and report in each stage. Not accepting a seat or not reporting may result in forfeiture of fees and disqualification from the next round.
NEET UG 2025 Round 1 Counselling Process
Round 1 involves registration, fee payment, and choice filling on the MCC or state counselling portal. After being allotted a seat, candidates can accept the seat, opt for upgrade or exit without any penalty. Reporting and document verification is mandatory.
NEET UG 2025 Round 2 Counselling Process
Those who do not participate in Round 1 have to register afresh for Round 2. Those who leave the seat or do not report from Round 1 are not required to re-register. Fresh choice filling is mandatory. Failure to report after allotment may result in forfeiture of fees and disqualification from further rounds.
NEET UG 2025 Round 3 Counselling Process
New registration in Round 3 is allowed only for new candidates. Already registered candidates can do choice filling without re-registration. Candidates cannot upgrade or resign after accepting a seat in this round. Failure to report will result in forfeiture of fees and disqualification from further counselling.
NEET UG 2025 Stray Vacancy Round
This is the last round in which fresh registration is required. Candidates who could not get a seat in Rounds 1 to 3 can participate in it. Candidates who do not report after getting a seat will forfeit their fees and may be disqualified from NEET for a year. This round is based on the remaining seats college-wise.
NEET UG 2025 Seat Matrix: Total Seats Distribution
NEET 2025 includes 15% AIQ, BHU, AMU, JIPMER, AIIMS, DU/IPU, ESIC, and Dean Universities seats. Most of these seats are under open quota. All seats in deemed universities fall under management/NRI quota and no reservation applies to them.
Major colleges included in NEET UG 2025 AIQ
MAMC, UCMS, LHMC (Delhi), AMU, BHU, JIPMER, AIIMS, Jamia Millia Islamia, and medical colleges of IPU come under AIQ counselling. Some of these colleges have 85% institutional quota and 15% AIQ seats, while institutes like BHU and AMU are more open to AIQ.
NEET UG Counselling 2025: Rules and Guidelines
NEET 2025 Counselling Rules for 100% Deemed Universities
The counselling for NEET 2025 for deemed universities will be held in four stages – Round 1, 2, 3 and Stray Vacancy Round. All the rounds will be conducted online by MCC. There will be no OBC, SC, ST, PWD or EWS reservation. Resignation after the third round is not valid and candidates cannot participate in other counselling.
NEET 2025 Counselling Rules for Admission in AIIMS
Four rounds of counselling for AIIMS seats are also conducted by MCC. There is an NRI quota in this. AIIMS counselling is held for 20 institutes including AIIMS New Delhi. All seats come under the All India quota and candidates get eligibility based on NEET scores.
JIPMER Counselling Rules for Puducherry and Karaikal
The NEET 2025 counselling for JIPMER will be conducted by MCC in four rounds – Round 1, 2, 3 and Stray Round. Both All India and Puducherry State Quota are applicable in JIPMER. All the seats come under the open category and the state quota is only for the students of Puducherry.
Counselling Rules for ESIC Seats
Candidates must have a Ward of Insured Person Certificate to get a seat in ESIC Medical Colleges. The counselling process takes place in four rounds and is conducted by MCC. The number of seats is limited and the selection is based on NEET rank and certificate verification.
Rules for colleges under Delhi University and IPU
15% of DU (LHMC, MAMC, UCMS, MAIDS) and IPU (VMMC, ABVIMS, NDMC) seats come under MCC counselling and the rest under Delhi/IPU counselling. Jamia Millia Islamia has 3 seats for internal quota and 47 seats for all India candidates. The counselling for all institutes is done in four rounds.
Army College of Medical Sciences (ACMS) Rules
ACMS is only for students with defence background. Its counselling process comes under IPU counselling of Delhi government. The seats of this college are allotted on the basis of NEET rank and eligibility. MCC is not a part of it.
NEET 2025 Counselling in Aligarh Muslim University (AMU)
The counselling for AMU is done in four rounds by MCC. 50% of the seats are reserved for AMU internal students while the remaining seats are under all India quota. Also, seats are available for NRI candidates.
Banaras Hindu University (BHU) Rules
All seats in BHU are open category and four rounds of NEET counselling are conducted by MCC. No state quota applies. BHU Medical College is counted among the top preferred choices for NEET.
NEET Counselling Process for Admission in AFMC Pune
For AFMC, Pune, only registration will be done on the MCC portal, but seat allotment and final admission will be done independently by AFMC. It also includes a physical fitness test and interview process. AFMC seats are available on the basis of NEET rank + AFMC selection process.
