NEET-UG Controversy : Panel Identifies Poor Invigilator Scrutiny and Unsafe Internet Links

Concerns have emerged about national-level exams like NEET-UG due to several issues. A new committee, including officials from the National Forensic Sciences University, the National Testing Agency (NTA), and cyber departments, has been set up to address these problems. This committee is separate from the high-level expert group led by former ISRO chairman K Radhakrishnan, created by the Education Ministry.

Main Issues Identified
- Outsourcing to Private Labs: Many private labs handling exams don’t use secure internet connections. In some cases, personal hotspots were used to download question papers.
- Invigilator Oversight: There’s a lack of proper checks on invigilators. Some have been used repeatedly for years, while others are very young (21-22 years old).
- Security Problems: Some exam centres are in secluded areas with poor security arrangements.
- Candidate Identification: There are gaps in the procedures used to identify candidates.
Actions Taken by the Committee
Following recent exam controversies, Cabinet Secretary Rajiv Gauba and Union Home Secretary Ajay Bhalla held meetings with Central agencies to find solutions. They decided to form a committee to identify issues and create a Standard Operating Procedure (SOP) for safer national exams.
The committee, set up in late June, sent teams to inspect exam centres for the Foreign Medical Graduate Exam (FMGE) on July 6 and the National Common Entrance Test (NCET) on July 10.
Findings from Centre Inspections
For the FMGE, teams visited 10-15 centres across two to three states and found several problems:
- Use of insecure internet connections at private labs.
- Insufficient scrutiny of invigilators.
- Poor security at some centres.
Sources said several teams visited several examination centres during the NCET conducted by the NTA under the education ministry for admission to the integrated teacher education programme. Apart from other issues, these teams also reported flaws in the process of identifying candidates.
"The committee members have started preparing their report and they are likely to submit a preliminary report to the Centre in the coming days," sources said.
