JoSAA Counselling 2024: Seat Reduction Impact on General-EWS Categories in IIT-NIT Admissions

Amid the ongoing controversy surrounding the NEET paper leak, a significant flaw has surfaced in the IIT-NIT admission process. The counseling process for admission to 121 engineering colleges, including IITs, NITs, and IIITs, has blatantly disregarded established rules.

Due to the negligence of the Joint Seat Allocation Authority (JoSAA) management, students in the General-EWS (Economically Weaker Sections) category will suffer losses in B.Tech admissions and miss out on seats.

Most states have not sent the cutoff scores for the General-EWS category in the mandatory eligibility criteria for the 12th grade. However, JoSAA management has issued the final list by replacing the cutoff scores for the General-EWS category with those of the OBC category, even though there is no such provision in the JoSAA business rules.

PWD Cutoff Above Reserved

In 2024, RGUKT Hyderabad set the cutoff at 9.38 CGPA out of 500. Here, the PWD cutoff is 9.55, higher than all categories, which violates JoSAA business rules. The lowest cutoff among General, EWS, OBC, SC, and ST categories should be for PWD. This discrepancy is also present in Uttarakhand. Arbitrary changes have been made to cutoffs in some states, including Andhra Pradesh, Maharashtra, and Odisha. Some states' 2023 cutoffs have been lowered, while others have been raised.

Importance of Eligibility Criteria

For admission to IITs through JEE Advanced and NITs and 97 colleges through JEE Main, it is mandatory to score 75% or be in the top 20 percentile in the 12th grade. If a student clears JEE Advanced and JEE Main but does not meet the eligibility criteria, they will not get admission.

Rules:

The government has stated in UPSC, UGC-NET, and NEET that General-EWS will have its merit. If not available, admission will be based on the cutoff scores of the General category.

How Did JoSAA Prepare the List Without State Cutoffs?

There have been four major lapses in preparing the cutoffs based on the mandatory eligibility criteria for the 12th grade. In 2023 and 2024, states like Himachal Pradesh, Haryana, UP, MP, Dayalbagh Educational Institute Agra, ICSE, Uttarakhand, Rajasthan, Rajasthan Open Board, and CBSE did not send cutoff scores for the General-EWS category.

States have said they do not create separate cutoffs for the General-EWS category. Thus, in JoSAA Counseling-2024, the OBC cutoff scores were used for the General-EWS category.

The Aligarh Muslim University School Board gave a uniform cutoff of 442 for all categories in 2023. In 2024, the cutoff for all categories is 425. This raises the question of how cutoff scores can be the same for all categories. Efforts to get a response from JoSAA officials were unsuccessful, with no comments provided.
